In exercise of powers conferred by Section 5 and Section 14 A of the Foreign Trade (Development & Regulation) Act, 1992 {FT(D&R) Act,1992} as amended, the Central Government hereby makes the following amendments to the list of specified goods, services and technologies, i.e. Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) that was notified vide Notification No.37 (RE-2012)/2009-2014 dated 14th March, 2013 and amended vide Notification No.26 (RE-2013)/2009-2014 dated 3rd July, 2013.

For export or import of specific goods or category of goods, which are subject to any restrictions/policy conditions or require NOC or product specific compliances under any statute, the regulatory authority concerned may notify additional documents for purposes of export or import.

Only one IEC shall be issued against a single PAN. Multiple IECs issued against a single PAN will be deactivated suo-moto after 31.03.2015.
Effect of Public Notice: Product description and ITC HS codes of certain items mentioned in Appendix 37-A, Vishesh Krishi Gram Udyog Yojana (VKGUY) Table 2 of HBP v1 have been amended to bring more clarity. The benefits of VKGUY on exports made between 25th February 2014 and the date of issue of this Public Notice, for items mentioned at Sl. No. 2 and 3 of this Public Notice, shall be admissible on the basis of product description alone, irrespective of ITC (HS) Code mentioned in the shipping bill.
