New FASTag Annual Pass for Non-Commercial Cars

The Ministry of Road Transport & Highways has introduced an amendment to the National Highways Fee Rules, 2008, establishing an annual FASTag pass for non-commercial cars, jeeps, and vans. Effective from August 15, 2025, this new pass, detailed in a Gazette Notification on June 17, 2025, allows for 200 fee-plaza crossings or one year of validity, whichever comes first. The pass will cost ₹3,000, with the price subject to annual revision on April 1. This change is considered a “Change in Law” for any existing Build-Operate-Transfer (BOT), Toll-Operate-Transfer (TOT), or Infrastructure Investment Trust (InvIT) projects that were bid on before the June 17 notification date. All relevant authorities, including NHAI and various state public works departments, are directed to ensure that this annual pass facility is operational at all National Highway and National Expressway fee plazas under their jurisdiction.

In continuation to the Ministry’s OM dated 02n^d July, 2025 cited under reference, it is stated that the Government has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide the Gazette amendment Notification No. G.S.R. 388 (E) published on 17^th June, 2025. The amendment introduces sub-rule 3(B) under rule 9, an Annual Pass for non-commercial cars, jeeps, and vans, which will come into effect from 15^th August, 2025.

2. As per the said amendment, non-commercial vehicles (car/jeep/van) will be eligible for 200 fee-plaza crossings or one year of validity, whichever is earlier, upon payment of Rs. 3,000/- (Rupee Three Thousand). The amount is subject to revision every year (01s^t April) in accordance with Rule 5 of the National Highways Fee (Determination of Rates and Collection) Rules 2008.

3. In this context, it is requested to ensure that the Annual Pass facility is made available and operational at all National Highway (NH) and National Expressway (NE) Fee Plazas under your jurisdiction in accordance with the above notification.

4. This amendment shall be treated as a Change in Law for the purpose of any contractual implications in BOT(Toll), TOT and InvIT Projects whose bid due date was prior to the date of the Gazette Notification No GSR 388(E) dated 17^th June, 2025.

5. Therefore, it is requested to take necessary action accordingly.

6. This issues with the approval of the competent Authority.
