The Income Tax Department (ITD) is upgrading the existing PAN card systems in India through a new e-governance project called PAN 2.0. This initiative will improve the taxpayer experience by integrating all PAN-related services on a single portal.

The PAN 2.0 project is an ambitious e-Governance effort by the Income Tax Department to re-engineer and streamline all processes related to PAN card application, allotment, updates and corrections. As per a spokesperson from the ITD, the objective is to adopt the latest technologies to improve the quality of taxpayer registration and associated services.

Currently, PAN services are spread across three separate portals: Protean eGov Technologies, UTIITSL, and the Income Tax Department. Under PAN 2.0, the plan is to unify everything under one platform. All services, including PAN application, changes, verification, printing plastic cards, tracking status, and grievance redressal, will be accessible through this common portal. Additionally, users will also be able to check their PAN Aadhaar link status seamlessly within the upgraded system, ensuring compliance with regulatory requirements.

In addition to consolidating PAN, the TAN (Tax Deduction Account Number) services will also be integrated into the same ecosystem. So, those applying for a new TAN or making updates to an existing one will benefit from the enhanced unified platform.

1. One-stop portal for all PAN/TAN services

The biggest advantage of the PAN 2.0 project is that everything related to PAN and TAN will now be available on a single portal instead of multiple websites. This unified platform will allow taxpayers to apply, make changes, track status, and resolve their queries faster without navigating between different portals.

2. Paperless Application Process

The existing process for PAN application involves significant paperwork, with physical documents required to be submitted as proof of identity and address. Under PAN 2.0, the entire journey will be paperless, from application to tracking status through SMS/emails. Applicants can complete the form online and upload soft copies of documents for instant e-PAN allotment.

3. Free PAN Updates

Another major benefit highlighted by tax department officials is that under the PAN 2.0 regime, PAN/TAN updates, such as changes in name, date of birth, address, etc., will happen without any fees. This encourages taxpayers to update their PAN details so that all correspondence and communication reaches them correctly.

4. Instant e-PAN Facility

The upgraded system will send an electronic PAN (e-PAN) instantly to the applicant’s registered email ID and mobile number, while the physical PAN card will be couriered separately. This instant allotment of e-PAN will allow people to complete important financial transactions that require PAN proof. Since the use of PAN card is mandatory for various financial activities such as filing income tax returns, opening bank accounts, and making high-value transactions, this initiative will ensure quicker access to PAN services.

5. Enhanced Security Features

The PAN 2.0 portal will have advanced security protocols and infrastructure to prevent fraud. The tax department is ensuring proper checks and balances, especially around document verification, to reduce instances of fake or duplicate PAN cards.

Do Existing PAN Card Holders Need to Apply Again?

A common concern amongst taxpayers is whether current PAN card holders must go through the application process again under the PAN 2.0 regime.

Clarifying this, the tax department spokesperson confirmed that existing PAN numbers will remain valid. People will not be required to apply afresh unless they wish to update any information like name, phone number, address, etc. For changes, they can login to the new portal and submit requests anytime without additional cost.

The only scenario in which someone may opt for a new PAN application is when the details are completely incorrect due to some error. In genuine cases, an old PAN can be cancelled based on specified conditions and a fresh allotment made.

Unified Platform to Eliminate Duplicate PANs

One long-standing issue that PAN 2.0 aims to address is some individuals possessing more than one PAN illegally. This duplication typically happens when details provided in separate applications have minor differences that the system fails to catch.

By centralising all PAN data on the consolidated portal, the tax department hopes to minimise such instances through improved duplicate logic and checks.

Phased Rollout Over Next Few Months

As per the initial timeline shared by the tax department, PAN 2.0 services are expected to be phased in over the next 6 months. This allows a sufficient transition period for both the department and taxpayers without impacting regular operations.

Officials have assured that existing touch points and infrastructure for PAN services will continue to function in addition to the new portal during the transition. Step-by-step migration will be planned to ensure smooth user onboarding to the upgraded platform.

Awareness campaigns and communication measures will be launched to educate PAN cardholders regarding the main features of PAN 2.0 systems. Interactive dashboards, online tracking, and status updates promised in the new environment will enhance the user experience for accessing PAN-related services.

With its state-of-the-art PAN 2.0 initiative, the Income Tax Department aims to transform tax administration using technology. Going beyond the plastic PAN card, the objective is to lay a strong foundation for upcoming reforms like common business identifiers that heavily depend on the accuracy of PAN data. Overall, taxpayers can expect a radically improved experience under the new regime.
