Summary: The Pension Fund Regulatory and Development Authority (PFRDA), through Circular No. PFRDA/2026/54/SUP-CG-SG/02 dated 30 October 2026, has operationalised “UPS Jeevan Setu – Digital Life Certificate (DLC)” for pensioners under the Unified Pension Scheme (UPS). The mobile application-based facility enables pensioners to generate and submit Digital Life Certificates through Aadhaar-based authentication. Available through the NPS by Protean eGov mobile application, it aims to simplify submission, enhance accessibility and facilitate timely compliance. All UPS pensioners must submit their DLCs annually by 30 November to ensure uninterrupted continuation of monthly assured payouts.
The annexure sets out a ten-step process: open the NPS, UPS and APY Mobile App; select the UPS Jeevan Setu facility; enter the PRAN and date of birth, followed by the OTP received on the registered mobile number; select Aadhaar and enter its number; continue with Aadhaar authentication; and select Face Authentication. Successful authentication generates the Life Certificate and displays a confirmation message. Pensioners must then click “Done” to complete the process and exit; the certificate will be validated through Aadhaar. Addressed to Central Government PrAOs, PAOs and DDOs, the circular advises all Nodal Offices to disseminate the information widely among eligible UPS pensioners within their jurisdiction and create awareness about the facility, its usage and submission timelines to avoid interruption in monthly payouts.
