GST Rate Notification 06/2026: New ITC Conditions for Hotels, Catering, EV Transport and Delivery Services

Summary: Notification No. 06/2026-Central Tax (Rate), dated 27 October 2026, issued by the Ministry of Finance (Department of Revenue) through G.S.R. 936(E), amends Notification No. 11/2017-Central Tax (Rate), dated 28 June 2017. Exercising powers under Sections 9, 11, 15, 16 and 148 of the Central Goods and Services Tax Act, 2017, the Central Government introduces revised input tax credit (ITC) conditions and rate entries for specified services, effective from 1 November 2026. For hotel accommodation, restaurant services, specified railway catering and outdoor catering, the amendments revise the restrictions on ITC. They permit specified credits relating to supplies procured in the same line of business while continuing to restrict other credits. For hotel accommodation and outdoor catering, where the input service supplier charges central tax above 2.5%, the recipient’s eligible same-line-business credit is capped at the amount calculated at 2.5%. The notification illustrates these limits through hotel accommodation and wedding catering transactions. The notification also introduces entries for passenger transportation in electrically operated vehicles and renting of electric vehicles for passenger or goods transportation, where battery-charging costs are included in the consideration. These entries provide a 2.5% central tax option with specified ITC restrictions and a 9% central tax option. Same-line-business input service credit under the 2.5% option is restricted to the equivalent of 2.5% where the supplier charges a higher rate.

Further, the notification substitutes the entry for specified delivery services supplied through electronic commerce operators, prescribing a 2.5% central tax rate subject to non-availment of ITC. It omits paragraph 3 of the principal notification, revises the definition of goods transport agency and inserts a definition of electrically operated vehicle, including electric bicycles. The amendments take effect on 1 November 2026.
