Summary: CBIC’s Circular No. 46/2026-Customs, dated 27 October 2026, addresses implementation of anti-dumping duty on Titanium Dioxide originating in or exported from China PR under Notification No. 26/2026-Customs (ADD), dated 24 October 2026. The notification covers tariff items 2823 00 10, 3206 11 10 and 3206 11 90, while excluding imports for food, pharma, skin-care, textile and fibre applications, as well as nano or ultrafine Titanium Dioxide having a particle size below 100 nm. The earlier Notification No. 12/2025-Customs (ADD) has been rescinded by Notification No. 25/2026-Customs (ADD). To prevent collection of ADD on excluded products and avoid clearance delays, the electronic declaration facility in the Bill of Entry will continue with revised wording referring to Notification No. 26/2026-Customs (ADD). Importers must declare the excluded use and undertake to pay applicable ADD with interest, if any, where the goods are supplied for non-excluded products. If goods are used or supplied otherwise than for the declared end use, ADD, consequential differential duty and interest will be recovered from the importer, without prejudice to other action under the Customs Act, 1962. DG (Systems) is directed to modify the existing declaration and issue an implementation advisory. The circular supersedes Circular No. 16/2025-Customs, dated 11 May 2025, and directs field formations to sensitise officers and issue suitable Public Notices or Standing Orders.
