The Directorate General of Foreign Trade (DGFT), through Public Notice No. 16/2026-27 dated 2 June 2026, amended Paragraph 2.88(a) of the Handbook of Procedures (HBP) 2023 by inserting a new entry at serial number xvi. The amendment adds the India-Oman Comprehensive Economic Partnership Agreement (India-Oman CEPA) to the list of Free Trade Agreements covered under the provision relating to issuance of Certificates of Origin (CoO). The amendment has been issued in exercise of powers under paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023. As a result of this change, exporters will be able to obtain Certificates of Origin under the India-Oman CEPA through the existing system of issuance of Certificates of Origin by authorized agencies. The amendment facilitates implementation of the India-Oman CEPA and provides a procedural framework for exporters seeking preferential benefits available under the agreement.

Subject: Amendments in Para 2.88 of Handbook of Procedures – reg.
In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendment in the provisions of Para 2.88 of the Handbook of Procedures 2023:
(A) Under Para 2.88 (a) of HBP, a new entry with serial no. xvi is inserted after the existing list of Free Trade Agreements (FTAs) as under:
“xvi. India-Oman Comprehensive Economic Partnership Agreement (India-Oman CEPA)”
Effect of this Public Notice: Para 2.88(a) of the Handbook of Procedures (HBP) 2023 has been amended to facilitate exporters to obtain the Certificate of Origin (CoO) under the India—Oman Comprehensive Economic Partnership Agreement (CEPA) through the system of issuance of Certificates of Origin by the authorised agencies.
