The Directorate General of Foreign Trade (DGFT), through Public Notice No. 15/2026-27 dated 2 June 2026, amended Appendix 2B of the Foreign Trade Policy (FTP) 2023, which contains the list of agencies authorized to issue Preferential Certificates of Origin (CoO). Exercising powers under paragraphs 1.03 and 2.04 of FTP 2023, the DGFT included the India-Oman Comprehensive Economic Partnership Agreement (India-Oman CEPA) in the list of agreements covered under Appendix 2B. The notification designates multiple agencies as authorized issuers of Preferential Certificates of Origin for exports under the India-Oman CEPA. These agencies include DGFT and its regional offices, Export Inspection Council and Export Inspection Agencies, APEDA, MPEDA, Central Silk Board, Coir Board, Development Commissioner (Handicrafts), Spices Board, Textile Committee, Tobacco Board, and several Special Economic Zones. The public notice clarifies that its effect is to formally notify the agencies authorized to issue Preferential Certificates of Origin under the India-Oman CEPA.

Subject: Amendment of Appendix 2B [List of Agencies Authorised to issue Certificate of Origin (Preferential)] of Foreign Trade Policy, 2023-reg.

In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Director General of Foreign Trade hereby amends Appendix-2B [List ofAgencies Authorised to issue Certificate of Origin (CoO) (Preferential)] of the FTP by including the list of Authorised Agencies allowed to issue CoO for India-Oman Comprehensive Economic Partnership Agreement (India-Oman CEPA), as under:
