In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy 2009-2014, the Director General of Foreign Trade hereby makes the following amendment in the Handbook of Procedures (Vol. I) (Appendices and Aayat Niryat Forms) 2009-2014.
In exercise of the powers conferred under paragraph 2.4 of the Foreign Trade Policy, 2009-2014, the Director General of Foreign Trade hereby reinstates the SIONs A1143, A1170, A3627 and K134 suspended vide Public Notice No. 30 (RE: 2013)/2009-2014 dated 4th October 2013 with amendments as specified below
In exercise of the powers conferred under Paragraphs 2.1, 2.4 and 2.29 of the Foreign Trade Policy, 2009-14, the Director General of Foreign Trade hereby allocates a total quantity of 8,100 MTs of raw sugar (at 98 degree Pol), out of non-levy(free sale) quota for export under tariff rate quota(TRQ) to USA for the US fiscal year 2014 (October 1, 2013 to September 30, 2014). This export will be through M/s. Indian Sugar Exim Corporation Ltd, New Delhi.
In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy, 2009-2014, the Director General of Foreign Trade hereby makes the following amendment in Appendix-5 (List of Inspection and Certification Agencies) ofHandbook of Procedures Vol. I (Appendices and Aayaat Niryaat Forms) 2009-2014.
Manufactures of export products covered under above SIONs and the concerned Export Promotion Councils should submit production and consumption data as soon as possible but not later than Thursday, the 31st July, 2014 so that such a review is taken up. Failure to provide the data, so required by the date so specified would result in stoppage of the benefit of Advance Authorization / DFIA for export products covered by these SIONs.
(i) The requirement of affixing bar codes on Tertiary Level and Secondary Level Packaging already implemented w.e.f. 01.10.2011 and 01.01.2013 respectively continue to be in force.

In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy 2009-2014, the Director General of Foreign Trade hereby authorizes Trade Promotion Council of India to issue Certificate of Origin.
The structure of Appendix-4D is being changed. The Bilateral/Regional Preferential Trade Agreements signed by India are being included along with their respective agencies authorized to issue Certificate of Origin (Preferential). While, the Export Inspection Council (EIC) is mandated to issue Certificate of Origin (Preferential) for all goods under all trade agreements; Marine Products Export Development Authority (MPEDA) is also now being authorized to issue Certificate of Origin (Preferential) for Marine products under all trade agreements. In addition, with respect to textiles and made ups, the Textiles Committee is being authorized toissue Certificate of Origin(Preferential) under India-Japan Comprehensive Economic Partnership Agreement (IJCEPA).
It has been decided that the date of effect for implementation of Self-certification regarding compliance of bar-coding requirements on secondary and tertiary level packaging on export consignment of pharmaceuticals and drugs as mentioned at Para 3 of Public Notice No. 56(RE-2013)/2009-14 dated 01.04.2014 shall be 15th May, 2014.
