A few changes on the Customs and GST side are to come into effect shortly on the dates indicated in the Finance Act 2021 (no 13 of 2021) and in some others are independently slated to begin from lst of April, 2021. They have been publicized through our social media handles. However, field formations and DGTS should sensitize and hand hold the trade about the implementation of these changes, during this week. IT systems has also been geared up to incorporate and adopt the changes to make this transition smooth.
The week gone by had begun on a positive note. A Departmental Screening Committee meeting was held for ad-hoc promotions from the grade of Senior Translator to the grade of Assistant Director (Official Language). Due to this, 14 officers are likely to get promoted as AD (OL).
The week also saw the CGST Gandhinagar Commissionerate unearth a huge case involving a web of 68 fake firms issuing invoices to claim fraudulent GST Input Tax Credit of Rs. 720 crore without the supply of goods. The CGST East Delhi Commissionerate too made two big cases relating to fake invoices.
I am happy to note that the anti-evasion teams of Jaipur and Alwar CGST Commissionerates have used data analytics to unearth a large case of fraudulent ITC availment, involving fake invoices with a face value of Rs. 3308 crore by several non-existent firms registered in Jaipur. These firms had fraudulently availed ITC of about Rs. 83.37 crore and also passed on ITC of Rs 85.26 crore. So far, eight persons have been arrested and further investigations are in progress. Congratulations to the officers of both the Commissionerates.

On the anti-evasion front, officers of CGST Delhi West Commissionerate need to be appreciated for their good work in bringing to book those involved in the illegal manufacturing and clandestine supply of gutkha/pan masala/tobacco products.
It’s now three months since the drive against the fraudulent use of fake GST invoices was launched in the second week of November, 2020. As on 13th February, 2021, the department has made 3046 cases and unearthed about 9294 fake GSTINs in just these 3 months.
As you are aware, the RoDTEP (Remission of Duties and Taxes on Exported Products) scheme has come into operation from 01st January, 2021. The scheme seeks to refund duties / taxes / levies at the Central / State and local levels, which have not already been exempted or remitted or given as credit.
