The Reserve Bank of India (RBI) has issued several draft Directions for public and stakeholder comment, following a policy announcement made on October 1, 2025. The draft documents relate to regulatory oversight for financial institutions. Specifically, the RBI released the Draft Reserve Bank of India (Capital Market Exposure) Directions, 2025, which includes separate drafts tailored for Commercial Banks and Small Finance Banks. Additionally, the RBI issued the Draft ‘Reserve Bank of India (Non-Banking Financial Company – Scale Based Regulation) Amendment Directions, 2025’. The purpose of issuing these drafts is to incorporate stakeholder feedback before finalizing the regulations. Comments and feedback on these draft guidelines are invited until November 21, 2025, and can be submitted either through the ‘Connect2Regulate’ link on the RBI’s website or via email or post to the Department of Regulation.

RBI issues Draft Directions pursuant to Policy Announcement
In pursuance of the announcement made in the Statement on Developmental and Regulatory Policies dated October 01, 2025, the Reserve Bank of India (RBI) has today issued the following draft Directions for public comments:
1. Draft Reserve Bank of India (Capital Market Exposure) Directions, 2025
i. Draft Reserve Bank of India (Commercial Banks – Capital Market Exposure) Directions, 2025
ii. Draft Reserve Bank of India (Small Finance Banks – Capital Market Exposure) Directions, 2025
The comments on the draft guidelines are invited from public/stakeholders by November 21, 2025. The comments/ feedback may be submitted through the link under the ‘Connect2Regulate’ Section available on the Reserve Bank’s website.
