SUBJECT: ISSUES IN THE NEW INCOME TAX E-FILING PORTAL

The Karnataka State Chartered Accountants Association (R) (in short ‘KSCAA’) is an Association of Chartered Accountants, registered under the Karnataka Societies Registration Act, in the year 1957. KSCAA is primarily formed for the welfare of Chartered Accountants and represents before various regulatory authorities to resolve the problems / hardships faced by Chartered Accountants and business community.

We would like to convey our gratitude and congratulate you and your ministry for taking up the pro-active, ambitious and forward looking step of development and launching of new Income tax e-filing portal with the objective of realising many functional improvements, and addition of new features in to the new e-filing portal which inter-alia includes faster processing of refunds to taxpayers, complete reduction of processing time of Income tax returns filed from current level of 63 days to almost 1 day, and to bring in many more better and improved functionalities. The new e-filing portal was expected to replace the existing e-filing portal, it was viewed to create a strong technology backbone by enabling host of new functionalities to the taxpayers including enhancement of look, feel and usage experience.

Despite the sincere, honest and best efforts of the team working behind in the development of this new portal, it was disheartening to realise that this new portal is almost non-functional from the day of its launch on 7th June 2021 and has witnessed many defects which completely disabled the taxpayers and other stakeholders from performing their legal compliances. The most fundamental and basic defect observed in case of many users which ideally should not have been there was that, the new portal did not even allow the users to login and enter inside their accounts on the portal, which was bizarre.

We at KSCAA have worked closely with multiple stakeholders to understand the issues at hand with respect new portal, we have made efforts to consolidate the same and are enumerating the following issues and also few suggestions with respect to new e-filing portal (these issues are as on 17th of June 2021) –

1 The launch of new portal should be done in a phased manner after it has been thoroughly and exhaustively tested and all defects are removed.  The ideal time for launch of new portal should be on or after Jan 2022 next year after the current years compliances are completed by taxpayers on old IT portal… New IT Portal
2 Until the new system is completely ready and fully operational without any major defects, the old portal should be brought back for use by the taxpayers and tax professionals. Old IT Portal
3 Any process executed by the taxpayer and expected to run for few minutes before the output is produced, the system should provide a pop up message on the screen to keep the taxpayer informed about the same. Processing
4 After the launch of new IT portal the initial handholding in the form of providing user manuals, walk through videos, webinars, etc. be provided to the taxpayers for ensuring ease in transition to new portal. Training

Our Representations:

We implore upon your goods selves to kindly take cognizance of requests we have enumerated as below and kindly take necessary steps to resolve them to the best satisfaction of taxpayers and other stakeholders –

1. The ‘e-Proceedings’ functionality is not yet operational in the new portal due to which the taxpayers could submit their timely response to various notices. Until new portal is properly functioning, necessary directions be given to the officers to follow the principles of natural justice and such officers to stop passing any adverse orders owing to non-receipt of timely responses from the taxpayers to notices.

2. Provide relaxations by way of extensions as necessary in all specific compliance dates which would fall until the new portal starts functioning in a normal mode.

3. The pandemic situation is still prevailing in several parts of the country and many taxpayers are under distress, the refunds that are due to the taxpayers may be processed in a manual mode until the new portal is up and running.

4. There are multiple lacunas, issues in the functions of the new portal, there are few issue which are yet to be operational and stakeholders are left with no choice but to wait at threshold. A consolidation of list with date of operation would reduce the uncertainty amongst all the stakeholders.

5. Allow important multiple stakeholders who can bring about the change in new portal by providing updates, expectation and bridge the issues. Going forward, any development of, or major modifications in any portal or software should consider feedback from its users on its efficiency and efficacy. In this context, we request you to consider involving independent and important stakeholders like KSCAA who can bring on to the table objective expectations of the stakeholders to the development team, especially when the system is being in its initial period of implementation. This would also streamline the multiple similar feedbacks received from numerous stakeholders that would eventually clog the feedback system/loop.

6. Provide us an opportunity to participate and share our thoughts in the forthcoming interactive meeting scheduled for 22nd June 2021.

We at KSCAA are confident that the various issues that are present and as discussed above in the newly developed portal would be taken up by your good selves on a war footing and that they would be resolved at the earliest of time to enable taxpayers to comply with law and perform tasks which are required. We at KSCAA are also sure that our representations enumerated as above would be given proper considerations by your good selves and would be accepted and approved for implementation.

      I am facing the exact same issue when I try to File Form 35 (i.e. Appeal). I am able to fill all the data, verify Aadhar OTP too but finally it comes up with “Submission failed. No response received from Server.” If anyone who else has been successful, please send email to akparameswaran@gmail.com

    Sir, in legacy portal the TAN was registered as individual deducted for TDS against sale of NRI property. But now after the transaction are cover and the Quarter 1 return to be filed, the new portal says no such TAN hence not getting registered in the IT portal 2.0

    Sir this new format is a mess totally confusion why for salary retruns so much of a mess , please allow the old format for filing salary returns as individual are filing through govt web site not winman software.

      Absolutely. I agree. xl format was best and more transparent in what data we are entering and how it results in the computations. This fancy software which hides the information to be given and how it computes is complicating things and any changes to be done makes us go through the entire step by step process which is not user friendly

    Please cancel the new format and upload the old format it is easy, why for salary returns so much of a mess most of the individual are filing retruns through govt web site not winman , you are telling simple returns and this new format is confusion. To my knowledge for salary returns kindly retain the old format which is better . neelkanta

    How long time CPC ITD BENGALURU takes to acknowledge receipt of ITR-V (ay-2021-22)delivered by speed post on 21.06 2021 to CPC in terms of it’s new portal ?

    ITR for ay-2021-22 filed in new portal successfully on 13.06.2021.ITR-V for verification ,duly signed in as required, sent to CPC,ITD,BBENGALURU-560500 by speed post on 15.06.2021.As per report of indiapost.govt.in my itr-v (ay-2021-22) delivered to cpc.itd.bengaluru-560500 by speed post on 21.06.2021. But till date(01.07.2021) no mail showing my itr verification is received.

    I have to make my submissions in reply to notice u/s 250 by 2.7.2021 under e-proceedings but this feature is showing “Coming Soon”. Earlier also in Feb.,21, I submitted the same in old portal and having acknowledgement but again IT asked the same. In absence of e-proceeding in new portal, I shall not be able to make submissions by the due date. Kindly advise

    I am unable to see my efiled returns of the past and the table is showing empty. Also, I am unable to file revised return.

    One more problem, Getting no error on page while submitting ITR-1 offline via json file. THe error is shown on chrome network tab request which is a very bad design of software.

    Which PDF to be zipped?
    Other error:Generated FVU file should be in .zip format.

    i have filed ITR4 for my client, return verified but going to get acknowledgement print its could not print through adobe reader. after downloading the message is being shown it is a blob file and 0 bytes. i am trying to open since 3 days but not succeded.

    The data entry errors made inadvertently by self filing tax payer should get corrected during processing rather than demanding submission of rectification request. This step will really make portal user friendly. For example, I happen to errorneously entered a wrong TAN of my Deductor . The correct data of TDS is already available to the Assessing Officer through AS 26 and Form 16 for verification. The TDS entered by me was disallowed and demand for the same amount was raised and I am forced to initiate a rectification request. This type of observation can be ignored to make the filing of ITR user friendly.

    As weare unable to E verify the ITR fir Ass Year 2020-21 in new portal and 120 days deadline is approaching near so please give more time for E verification of the return.
    Also unable to download ITR5 firm for the same.

    – can see only two row items for returns filed v/s over 15 in the old portal. further none of the documents are seen or can be downloaded like returns, ack, assessment etc.
    – grievances have not been brought forward
    – online filing return does not have option of itr 2
    – itr formats download button disabled
    it is unbelievable that Infosys has done such a shoddy job. we are all stranded !

    while filing itr for ay2021-22,before validation,the error -enter valid bank name ,.On clicking the error for rectification .,it is loading loading, loading, .then website closed. I suggest that the old web portal is best. Excel/Java format is easier to fle returns

    My main issue in filing of IT returns for A.Y.2021-22 is very slow process of filing. Sometimes updating of one input took even 30 minutes for me, which was not the case in old website. Secondly after filing was completed, the acknowledgement didn’t show the the refund amount, and was empty.

    In new tax portal for every one in profile ne number there is written that mismatch. As on one side there is pho ne number on other side phone no is not there. So portal itself has madeis match. Secondlly there is phone number of husband while in pan and adhar phone is correct and portal is not allowing to edit. So lot of modifications are needed in new portal to make it functional properly

    New portal is very cumbersome and has large number of shortcomings. Both portals should be available for atleast two years so that senior/supersenior taxpayers changeover smoothly

    Really comprehensive efforts to note down the inherent defects in portal and good suggestion. I hope our Finance Minister who is always serious about the system to work on its own efficiently will address at the earliest as India is providing front line software to the world.

    The suggestion to postpone the new portal to Jan 2022 is the most apt suggestion. Let the department do dry runs for a few months of all aspects and once fully cleared of bugs, implement it for the public to use. Hope FM will hear this seriously.

    I am a senior citizen regularly filing ITR well in time.For AY2020-21 ITR was filed in June 2020.Till date I hv not received the refund due.Not able to get any information regarding the status of my refund thru online login & telephone.Sorry state of affairs.Can anybody help

      I do not think the new e-filing portal can be set right within a short time. It will be prudent if the competent authority revives the previous e-filing portal at least for one year or till the new portal functions error-free.

    While opting for new regime in personal data section despite having filled the Form 10 IE the system does not allow to enter acknowledgement no and date in the required column. No Data is saved. Each time you to fill same data again. May please windup this portal and revert back to earlier. N9 need of earlier settlement of refund. Refund and process pending since July 2020.Wah re Digital India.
