Chemistry, a science so true; unveiling secrets we never knew

The composition, the properties, the change; A world of knowledge, often familiar yet so strange.

From medicine to food, from air to sea; Chemistry touches every part of thee. For us, Chemistry is a science so bright; Guiding us through the darkness into the light.

As Customs officials, understanding the nature of materials is critical to the discharge of our responsibilities, both in assessing cargo correctly and in distinguishing contraband from other goods. It is therefore hardly a surprise that our Chemical Laboratories have a key role in the process.

To that end, we have been working on further upgrading our chemical testing infrastructure and capabilities. Last week, a major milestone was achieved with Customs House Laboratory, Mangaluru under the Central Revenues Control Laboratory (CRCL), receiving the National Accreditation Board for Testing and Calibration Laboratories’ (NABL) accreditation for Chemical Testing.

With this ALL our twelve revenue laboratories are now NABL accredited for chemical analysis. Four of the laboratories are also accredited for forensic analysis. In addition, 2 laboratories are recognized by the Food Safety and Standards Authority of India (FSSAI) for testing of food items and CRCL, New Delhi is recognized as the Regional Customs Lab for the World Customs Organization (WCO). This has been the result of sustained hard work and dedication of Director, CRCL and his dedicated team of chemists. Sincere congratulations to them.

Congratulations are also in order for the officers awarded Appreciation Certificates and Medals for “Specially Distinguished Record of Service Award” on the occasion of the Republic Day, 2023 as well as for officers awarded the WCO “Certificate of Merit” on the occasion of the International Customs Day, 2023.

Moving on, it was a busy week on the enforcement front. Our sleuths from the Directorate of Revenue Intelligence (DRI) busted a melting facility for smuggled gold in Mumbai and recovered 36.9 kg of smuggled gold in various stages of processing.

In another case, acting on a specific intelligence, officers of DRI intercepted three arriving international passengers at the Kempegowda International Airport, Bengaluru. Examination of their checked-in baggage resulted in the recovery of eighteen non-indigenous animals (4 primates and 14 reptiles). Further follow-up, resulted in the recovery of an additional 139 animals belonging to 48 different species from a farmhouse in Bengaluru.

On the anti-evasion side, based on extensive data analysis, officers of Central Goods & Services Tax, Delhi Zone detected a case of availment of ineligible Input Tax Credit and short payment of tax in excess of Rs. 218 Crores. Out of this, an amount of Rs. 84 Crore has been since recovered. Kudos to the officers for their excellent detections. Keep up the good work!

Till next week!

Yours Sincerely,
(Vivek Johri)
