Yes, an Unregistered Person can make payment on GST Portal. But for this, firstly a user ID is to be generated and then payment

• Process to generate User ID:-

> It is to be noted that this functionality is only for applicants who are not registered or not liable to be registered under GST Act.

> This functionality can also be used by the persons who are seeking voluntary registration under GST Act.

> This ID can be used for the purpose of filing of advance ruling, appeal, etc

> https://www.gst.gov.in/> Services > User Services > Generate User ID for Unregistered Applicant

Enter the requisite details alongwith captcha and click proceed. Enter the OTP received on both Email and Mobile No. After OTP verification, ID shall be created.

• How to make Payment?

https://www.gst.gov.in/ > Payment > Create Challan Enter the ID generated above and make payment

• How to verify the Payment?

https://www.gst.gov.in/ > Payment > Track Payment Status Enter ID generated above alongwith CPIN. Challan and receipt can also be viewed.
