Dear Colleagues,

This week has been an encouraging week for infrastructure projects. I am pleased to inform that two major projects namely, Dwarka and Jalandhar have received the approval of the competent authority. The Dwarka project proposes construction of 256 residential quarters at Dwarka, New Delhi which includes Type-IV (168), Type V (52) and Type VI (36) quarters. M/s NPCC has been appointed as the PMIC for this project. The Jalandhar project proposes construction of office-cum­-residential complex. The total number of quarters are 134, which includes Type-II (19), Type III (62), Type IV (32), Type V (20) and Type VI (01). We can now go ahead and bring these projects to reality. I am delighted to note that these projects will mitigate our deficiencies in infrastructure vis-a-vis office and residential requirements for all cadres. Similar efforts are on to clear other pending projects at the earliest. My congratulations to all the officers in the field & DGHRD whose efforts have helped in obtaining the approvals.

The GST West Delhi Commissionerate has come up with its own website. I have seen the website and am impressed, as it is a one stop information centre for the assessees. My heartiest congratulations to the Commissioner GST, West Delhi and her team of officers for coming up with such a utilitarian website. I would request all Commissioners to have a look at this website and consider adopting this in their respective Commissionerates, if not already in place. Once in place, the websites must be regularly updated and upgraded. This again is yet another method of providing continuous outreach to our taxpayers.

This week, a Task Force has been constituted to look into improving career progression of IRS (C&CE) officers of 2008 batch onwards and to suggest various options for engaging the young officers at various positions within and outside the Department. A letter dated 3rd August 2017 in this regard has already been uploaded on our website.

We have received many representations from Associations highlighting the acute stagnation of Superintendents of Central Excise in promotion from Group B to Group A. The Board had constituted a committee to examine this issue and suggest solutions. The committee has already submitted its report and comments on this report may be sent to the Deputy Secretary, Ad-II by 22nd August, 2017. You may like to go through the letter dated 1st August, 2017 in this regard for strict compliance.

I was invited by the Sanskriti School in Delhi to address more than 300 students of class XI and XII from 15 different schools on GST as a prelude to a debating competition on GST. I was happy to see the enthusiasm in the young students about this topic and compliment the school for bringing this topic up for debate at this very appropriate time. This was a wonderful experience and yet another way in which GST information is getting spread amongst youngsters.

It has been decided for the first time to hold NACIN Day on the 1st of October, 2017, and we are looking forward to the Hon’ble FM gracing the occasion as Chief Guest.

The 2nd Rajaswa Gyan Sangam is proposed to be held from 1st September to 3rd September, 2017. The Hon’ble Prime Minister will address the officers of CBEC, CBDT and this time, the state tax officers also. Further details of the schedule will be shared shortly.
