In the celestial dance of dreams and hope, Chandrayaan-3 emerged triumphant, etching its story on the tapestry of the night sky. With grace and grit, it navigated the cosmic expanse, creating a symphony of science and wonder. Its gentle touch upon the lunar soil echoed humanity’s quest for knowledge. Amidst the history of expeditions, it stands as a beacon, a shimmering ode to innovation’s boundless flight, and a reminder that the universe yields its secrets to those who dare to reach beyond the horizon.
With its flawless execution and remarkable achievement, the Chandrayaan-3 mission has not only bolstered India’s reputation as a spacefaring nation but shall also advance our understanding of the Moon’s mysteries. The touch-down of the Pragyan rover near the little-explored south pole of the Moon is only the beginning of this journey. I bow to the collaborative spirit and dedication of the entire team behind this mission who have truly pushed the boundaries of space exploration, inspirifig generations to come. To know that the wife of the Chairman of ISRO, Smt. Valsala Somanath is an Assistant Commissioner in the field formation of CBIC, fills us all with great pride.
Descending back on Earth, last week I attended the Chintan Shivir at Kevadia, Gujarat, where the Hon’ble Finance Minister, the Hon’ble Ministers of State for Finance, along with the Secretaries and other senior officials of the Ministry of Finance and Ministry of Corporate Affairs were also present. The underlying discussions were on three broad themes – role of Ministry of Finance in Amrit Kal; building our capacities; and improving our efficiencies.
The topics of discussion are apt in the present context. I am of the firm view that we need to be prepared to reorient ourselves to make the organization future-ready. Hon’ble FM rightly stressed on the point that the departments are currently working in silos and the interaction between various wings is sub-optimal. The situation demands that we work cohesively as a unit and utilize the synergy of working together to enhance our efficiency. While at it, we should also be wary that the consultation be optimized and not maximized so as to avoid delays in decision making.
In this context, it reminds me that CGST Chennai Outer Commissionerate had relocated the ranges in the division office and allotted the work to the divisional officers on functional basis, thereby unlocking the potential of the limited workforce available at the division level. Such experiments also lead to delayering of the decision-making process by reducing the redundancy in the system. I would encourage the officers to work out similar mechanisms to optimize the efficiency at the local level.
I am happy that NACIN is making all out efforts in the realm of capacity building – one of the core theme discussed in the Chintan Shivir. During the past week, NACIN also organized an orientation session and created awareness on iGOT Mission Karmayogi portal for CGST and Customs Guwahati Zone in which 300 officers participated. iGOT Karmayogi is an online learning platform developed as an integral part of the Digital India stack for capacity building of all government employees. I urge all officers to login to the portal and take benefit of more than 680 courses uploaded till date.
Another focus area during the discussions in the Chintan Shivir was the implementation of Information Technology initiatives where they are due. In this endeavour, it is often missed that the technical resource persons are not well conversant with the business processes of the department and the change the technological product is trying to bring about. Therefore, it is imperative that our officers develop a technical bent of mind so that the product we are trying to create gets properly translated to the departmental requirements.
Moving on, during the week, officers of the Bengaluru Air Customs booked a case of smuggling of wild animals and intercepted a passenger illegally carrying 234 wild animals in two trolley bags. My appreciation to the officers for their diligent work!
On a different note, I am delighted to share the news that Shri Rohitash Pandey, a wildlife photography enthusiast and posted as Senior Intelligence Officer, DGGI Ghaziabad Regional Unit has won the first prize at the prestigious Jaipur Tiger Festival, 2023.
