Summary: The Ministry of Finance, Department of Financial Services, through Notification dated 14 September 2026, has specified certain electronic modes of payment under section 10A of the Payment and Settlement Systems Act, 2007. The notification specifies Debit Cards powered by RuPay and Unified Payments Interface (UPI) transactions up to Rs. 2,000 as electronic modes of payment for the purposes of the provision. The notification further provides that no bank or system provider shall impose any charge, either directly or indirectly, upon a person making or receiving a payment through the electronic modes specified in the notification. Accordingly, the specified RuPay debit card payments and UPI transactions up to the prescribed threshold are required to be processed without charges imposed by banks or system providers. The notification has been issued by the Department of Financial Services, Ministry of Finance, Government of India, in exercise of powers conferred by section 10A of the Payment and Settlement Systems Act, 2007. It is dated 14 September 2026 and bears the reference number S.O. 5067(E). The specified UPI transactions are subject to the monetary limit of Rs. 2,000 mentioned in the notification, while the RuPay mode is identified specifically as Debit Card powered by RuPay. The notification also makes clear that the prohibition on charges applies to charges imposed directly as well as indirectly by a bank or system provider on either the person making or the person receiving the payment.

NOTIFICATION
New Delhi, the 14th September, 2026
S.O. 5067(E).— In exercise of the powers conferred by section 10 A of the Payment and Settlement Systems Act, 2007 (51 of 2007), the Central Government hereby specifies the following electronic modes of payment, namely:—
(i) Debit Card powered by RuPay; and
(ii) Unified Payments Interface (UPI) transactions upto Rs. 2,000.
No bank or system provider shall impose, whether directly or indirectly, any charge upon a person making or receiving a payment by using the electronic modes of payment specified in paragraph above.
