ADVISORY NO. 14/2023 – ACES (CE&ST)

Sub:- Introduction of Online Internet Banking channel for payment of Central Excise and Service Tax dues through ICEGATE e-Payment Gateway— reg

Please refer to CBIC Circular No. 1070/3/2019CX dated 24.06.2019, regarding implementation of CBIC-ICEGATE-e-Payment Gateway w.e.f 1st July. 2019 for e-payment of all Central Excise duty & Service Tax dues through the CBIC Tax payer portal: https://cbic-gst.gov.in. The ICEGATE-e-Payment Gateway provided for only NEFT/RTGS mode of payment channel for making e-payment, With effect from 01.04.2023 ICEGATE-e-Payment Gateway will be implementing “Internet Banking” also as an additional channel for making e-payment of Central Excise duty & Service Tax dues.

The procedure to be followed for making e-payment will be the same as provided in the Annexure to the above mentioned CBIC Circular dated 24.06.2019. except for the provision of Internet Banking” as an additional channel for making e-payment. The procedure for making payment through online internet  banking channel is attached herewith for guidance of Tax Payers as Annexure I. The list of authorised banks approved for online Internet e-payment as on date is also mentioned in the said Annexure I. More Banks would be added in due course. An User Manual containing step-by-step procedure to be followed by Tax Payers and explained with Screen-shots is attached vide Annexure II.

ANNEXURE I to Advisory no. 14 /2023 dated 30.03.2023

I. Revised Procedure for making e-payment

1. Taxpayer would access the CBIC-GST Portal https://cbic-gst.gov.in/.

2. login with their existing user id and password.

3. Taxpayer selects “Services”-> “E-Payments” in menu.

4. Taxpayer has option to “Create Challan” and ‘Track Challan Status” under “E-Payments

5. On click of “Create Challan” system displays new screen where taxpayer can either select “Central Excise Registration Number” or “Service Tax Registration Number“, enter captcha and submit.

6. Taxpayer details would be displayed. Details include CE/ST Registration number, Email Address, mobile number, Taxpayer name and address with CDR Details.

7. Taxpayer will next select account heads from drop-down option with a cap of maximum of six account heads.

8. Taxpayer then enters amount corresponding to each account head and total is auto-calculated in the same screen. Taxpayer then clicks on “Next”.

9. In the next screen, Total consolidated amount of duty heads is shown in words.

10. Taxpayer will have an option to edit or Generate Challan.

11. If “Edit” is selected, Taxpayer would be directed to the previous screen and he/she can make corrections.

12. The Taxpayer will verify the information by a fully populated Challan with total Challan amount in words. Taxpayer then clicks on “Generate Challan”.

13. On selecting “Generate Challan” system will process the information and displays the generated Challan Temporary Identification Number (CTIN). (System will also show a Footnote — “Generated Challan will be valid for 15days”)

14. Screen will show confirmation message “Challan created successfully” and a new button “Make Payment” will be displayed.

15. On click of “Make Payment”, taxpayer will be re-directed to ICEGATE portal.

16. List of Unpaid Challans of Taxpayer will be displayed in ICEGATE portal in next tab of browser. Taxpayer can select one or multiple unpaid Challans to make payment.

17. Taxpayer clicks on ‘Pay’.

18. Taxpayer will be displayed with payment options NEFT/RTGS/Net Banking

(a) Under NEFT/RTGS

19. On selection of NEFT or RTGS option, system will generate a printable Challan (Mandate Form) against which the payment can be made at the bank.

20. The Taxpayer will initiate the NEFT/RIGS transaction either online or take a print out of the mandate from and present it at any authorized bank branch.

21. If payment is initiated online, confirmation of Payment message will be displayed in ICEGATE portal and then system will automatically route the taxpayer to CBIC-GST application page.

22.The Taxpayer can download the e-Receipt from their dashboard of ACES-GST Application by clicking “Download Payment Receipt”.

(b) Under Net Banking

23. On Selection of “Net Banking” option, the list of Aurthorised banks will be displayed in the Screen.

24. Taxpayer will select a Bank for payment and click the “Make Payment” button.

25. The Taxpayer will be redirected to the selected Bank’s Portal.

26. Taxpayer will review the amount to be paid (non-editable) in the Bank’s portal. Taxpayer will confirm the payment details and click the button, ‘Pay Now‘, to proceed to make payment.

27. The selected Bank’s login page will be displayed. Taxpayer logs into the internet Banking with their login credentials.

28. The Bank’s portal will display the online payment details like, Transaction Date, Account Details and the Amount. To make the payment, Taxpayer will click the button, ‘Continue’.

29.Confirmation of Payment message will be displayed in ICEGATE portal as, ‘Transaction Successful’.

30.The Taxpayer can download the e-Receipt from their dashboard of ACES-GST Application by clicking “Download Payment Receipt”
