On 7th June 1999, the Government of India issued Public Notice No. 11(RE-99)/1997-2002, introducing amendments to Appendix-28A of the Handbook of Procedures (Vol. 1) for the Export and Import Policy, 1997-2002. The amendments include new certification requirements for electronic products, where exporters must provide a certificate from the Department of Electronics or Central Excise authorities confirming Indian manufacturing. Additionally, the notice revises the Duty Entitlement Pass Book (DEPB) rates for various products such as televisions, capacitors, transformers, and ferrite parts. Specific changes also address value caps for certain items, including soft ferrite, and update the DEPB rates for engineering products. A correction is made to the DEPB rate for food products and a description change for miscellaneous products. The notice aims to streamline the export process and ensure compliance with updated guidelines, issued in the public interest.

PUBLIC NOTICE NO. 11 (RE-99)/1997-2002

NEW DELHI: the 7th June, 1999

 In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II- Section 3 – Sub- section (ii) vide S.O No.283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in Appendix-28A of the Handbook of Procedures (Vol.1) (RE-99), 1997-2002.

 1. The following note shall be added below serial number 27,28 and 57 of electronic products:

“The exporter shall furnish a certificate from Department of Electronics or from the jurisdiction Central Excise authorities stating that the export product has been manufactured by them in India. However, if the exporter furnishes AR-4 form, no separate documentation should be insisted upon”.

 2. The following amendment shall be made in the DEPB rate of electronic products:

 3. The DEPB rate for the following S.No. of Engineering product shall be amended to read as follows:

 5. The DEPB rate for the product given at S.No.141 of Engineering product shall be amended to read as 10%.
