Subject: Import of Horns & Hoofs (Cattle) against advance licences under para 7.5 of the Hand Book of Procedure 1997-2002 (Vol.I)

Sir,

It has come to notice that one of Regional Licensing Authorities has issued an advance licence for import of Horns & Hoofs (Cattle) against export of Hoof and Horn Grist under para 7.5 of Hand Book of Procedures 1997-2002 and forwarded the case to Headquarters for fixation of norms.

2. The matter has been considered in ALC 22/01 dated 5.10.2000. During the meeting it has been pointed out that while allowing the import of Horns and Hoofs, sensitivity of “Mad Cow Disease” is to be examined and thus it has been decided that hereafter no advance licence should be issued by RLAs for import of items like Horn, Hoof & other organs of animals under Para 7.5 of Hand Book of Procedure (Vol.I). All applications for import of such items should be forwarded to Headquarters for consideration.

This issues with the approval of DG.
