The Government of India has issued a notification to streamline the Halal certification process for exports of specified meat and meat products by expanding the list of countries where certification under the India Conformity Assessment Scheme (I-CAS)–Halal is mandatory. Exercising powers under the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy 2023, the notification adds 20 countries, including Azerbaijan, Uzbekistan, Egypt, Algeria, Kenya, Morocco, and others, to the existing list notified earlier. For all newly added countries except Egypt, the I-CAS Halal compliance requirement will apply after a transition period of two weeks from the date of notification. For Egypt, a longer transition period of six months has been provided to enable system readiness and onboarding of certification bodies. All other policy conditions remain unchanged, including the requirement that certification be obtained only from NABCB-accredited bodies and compliance with importing country regulations. The measure aims to bring uniformity, clarity, and predictability to Halal certification requirements for exporters.

Subject: Streamlining of Halal Certification Process for Meat and Meat Products regarding.

S.O. (E): In exercise of powers conferred under Section 3 read with section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy 2023, as amended from time to time, the Central Government hereby amends the list of countries provided in Notification No. 34/2024-25 dated 01.10.2024 for the export of specified Meat and Meat products.

2. The list of countries mentioned in Paragraph 1(v) of Notification No. 34/2024-25 is hereby expanded to include the following additional countries:

I. Azerbaijan

II. Uzbekistan

III. Kazakhstan

IV. Tajikistan

V. Kyrgyzstan

VI. Egypt XIII.

VII. Algeria

VIII. Syria

IX. Lebanon

X. Senegal

XI. Maldives

XII. Brunei

Libya X

XIV. Tunisia

XV. Turkmenistan

XVI. Yemen

XVII. Mauritius

XVIII. Seychelles

XIX. Kenya

XX. Morocco

3. The compliance requirements under the “India Conformity Assessment Scheme (I-CAS)- Halal” for the additional countries listed above shall come into effect as follows:

  • For all the above countries except Egypt: Effect after a transition period of two (02) weeks from the date of this notification.
  • For Egypt: Effect after a period of six (06) months from the date of this notification, to facilitate system readiness and onboarding of certification bodies.

4. All other policy conditions, including the requirement for certification by NABCB-accredited bodies and compliance with importing country regulations as per Notification No. 34/2024-25, remain unchanged.

Effect of this notification: Twenty (20) additional countries are added to the list of notified countries for mandatory Halal Certification under the i-CAS framework for specified Meat and Meat products.
