The Directorate General of Foreign Trade (DGFT), through Public Notice No. 08/2026-27 dated 08.05.2026, notified the enlistment of fourteen new Pre-Shipment Inspection Agencies (PSIAs) under Appendix-2G of the Foreign Trade Policy (FTP), 2023 in accordance with Paragraph 2.52(c) of the Handbook of Procedure (HBP), 2023. The enlisted agencies were approved for issuance of Pre-Shipment Inspection Certificates (PSICs) online through the DGFT portal with immediate effect. The notice also permitted two existing PSIAs to add additional approved instruments, including hand-held radiation survey meters and spectrometers, to their existing approved instrument lists. DGFT stated that approvals were granted after consideration by the Inter-Ministerial Committee (IMC) based on recommendations and comments from the Atomic Energy Regulatory Board (AERB). The notice prescribed compliance conditions including maintenance of valid calibration certificates, provision of bank guarantees, updating instrument mapping on the DGFT portal, maintaining a registered office and operational bank account in India, and compliance with FTP, HBP, and DGFT guidelines. The notice further clarified that the updated list also removes agencies whose enlistment validity expired without renewal.

In exercise of the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director General of Foreign Trade (DGFT) hereby notifies the following:
A. Enlistment of PSIAs in Appendix-2G: The following 14 agencies are hereby enlisted as Pre-Shipment Inspection Agencies (PSIAs) and included in Appendix-2G of the Appendices and Aayat Niryat Forms of Foreign Trade Policy (FTP), 2023 in terms of para 2.52 (c) of Handbook of Procedure (HBP), 2023, with immediate effect:

3. The approvals have been granted after consideration of the applications in the Inter-Ministerial Committee (IMC), based on the comments and recommendations received from Atomic Energy Regulatory Board (AERB).
4. The details of the instruments for the agencies mentioned in Para 1 above is provided at Annexure-A to this Public Notice.
5. In accordance with the provisions of Para 2.52 (c) of the Handbook of Procedures (HBP), 2023, the agencies listed at Para 1 above are hereby recognized for the issuance of Pre-Shipment Inspection Certificates (PSIC), online through DGFT Portal, with effect from the date of publication of this Public Notice.
4. The aforementioned agencies shall ensure the fulfilment of the following conditions:
i. Maintain valid calibration certificates for their instruments at all times;
ii. Provision of a valid Bank Guarantee;
iii. Update mapping of instrument vis-à-vis their areas of operation, on the DGFT Portal, if required; and
iv. Maintain a registered office in India and an operational bank account with a scheduled bank in India.
v. Comply with all other applicable provisions of Foreign Trade Policy (FTP), Handbook of Procedures (HBP), and guidelines issued by DGFT from time to time.
Effect of this Public Notice: This Public Notice notifies the enlistment of fourteen (14) agencies as Pre-Shipment Inspection Agencies (PSIAs) under Appendix-2G of the Foreign Trade Policy, 2023. It further authorises two (02) existing PSIAs for the addition of instruments in accordance with the applicable provisions. The Notice also includes updation of the list of PSIAs by removing agencies whose enlistment/renewal validity has expired and has not been renewed.
