Directorate General of Foreign Trade (DGFT) has issued Public Notice No. 23/2023-DGFT amending Appendix 2T of the Foreign Trade Policy (FTP) 2023. The notice includes the AYUSH Export Promotion Council (AYUSHEXCIL) for the issuance of Registration-Cum-Membership Certificate (RCMC) for specific items. Additionally, there are revisions and updates to existing export promotion councils’ details.
The amendment to Appendix 2T of FTP 2023 introduces AYUSHEXCIL as an authorized body for issuing RCMC for a range of medicinal and cosmetic products. This inclusion aims to streamline the export process for AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homeopathy) products, providing a dedicated authority to oversee their export promotion.
Furthermore, the public notice revises the details of existing export promotion councils such as Basic Chemicals, Cosmetics & Dyes Export Promotion Council (CHEMEXCIL) and Pharmaceuticals Export Promotion Council of India (PHARMEXCIL). The items falling under their jurisdiction have been updated to exclude the products now allocated to AYUSHEXCIL.
The notice clarifies that the RCMCs issued by CHEMEXCIL and PHARMEXCIL for the items now allocated to AYUSHEXCIL will remain valid until their expiry, ensuring a smooth transition for exporters and maintaining the continuity of trade.
Conclusion: The inclusion of AYUSH Export Promotion Council (AYUSHEXCIL) in Appendix 2T of FTP 2023 is a significant step by the Directorate General of Foreign Trade to facilitate the export of AYUSH products. This move will benefit exporters in the AYUSH sector by providing them with a specialized platform for obtaining RCMC. Additionally, the updates to CHEMEXCIL and PHARMEXCIL details ensure clarity for exporters regarding their respective jurisdictions. Exporters are advised to comply with the new provisions and benefit from the streamlined export procedures for AYUSH products.

No. 01/93/180/01/AM-16/PC-2(B)/E-2587.- In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, the Director General of Foreign Trade hereby makes the following amendments in Appendix 2T (List of Export Promotion Councils/ Commodity Boards/Export Development Authorities) of Appendices and ANFs of the FTP 2023.
2. A new entry at SI. No. 39 in Appendix 2T of FTP, 2023 shall be inserted to include AYUSH Export Promotion Council (AYUSHEXCIL) for issuing Registration-Cum-Membership Certificate (RCMC) for the items listed in the table below:
