The Ministry of Finance has issued Notification No. 82/2024-Customs (N.T.), dated November 20, 2024, amending Notification No. 63/1994-Customs (N.T.). This amendment updates the list of goods allowed for clearance at designated Border Haats, namely Balat, Kalaichar, Srinagar, Kamalasagar, Bholaganj, Nalikata, and Ryngku. The permitted goods include locally produced vegetables, fruits, food items, spices, minor forest produce like bamboo and broomsticks (excluding timber), and products from cottage industries such as handloom items (gamcha, lungi, saree). Other items include small household and agricultural tools (e.g., ploughs, axes, spades), garments, melamine products, processed food, toiletries, cosmetics, plastic and aluminum products, cookeries, and stationery. The term “locally produced” refers to items originating within the relevant border district. This update aims to streamline trade activities at these Border Haats, fostering economic engagement between communities in the border districts. The principal notification (No. 63/1994) and its amendments provide the legal framework for such operations, reflecting evolving trade dynamics.

Notification No. 82/2024-Customs (N.T.) | Dated: 20th November, 2024

S.O. 5002(E).In exercise of the powers conferred by clauses (b) and (c) of sub-section (1) of section 7 of the Customs Act, 1962 (52 of 1962), the Central Board of Indirect Taxes and Customs hereby makes the following further amendments in the notification of the Government of India, Ministry of Finance (Department of Revenue), No. 63/1994-Customs (N.T.) dated the 21st November, 1994, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub­section (ii), vide number S.O. 830 (E), dated the 21st November, 1994, namely: –

In the said notification, in the opening paragraph, for the fourth proviso, the following shall be substituted, namely:-

“Provided also that the clearance of the following class of goods only shall be permitted at Balat, Kalaichar, Srinagar, Kamalasagar, Bholaganj, Nalikata and Ryngku Border Haats, namely:-

(a) locally produced vegetables, food items, fruits, spices;

(b) minor forest produce including bamboo, bamboo grass and broom stick but excluding timber;

(c) products of cottage industries like gamcha, lungi, saree and any other handloom product;

(d) small household and agricultural implements including dao, plough, axe, spade, chisel and the like; and

(e) garments, melamine products, processed food items, fruit juice, toiletries, cosmetics, plastic products, aluminum products, cookeries, stationery.

Explanation.- For the purposes of this notification, the term “locally produced” shall mean produce of the concerned

border district.”
