The Insolvency and Bankruptcy Board of India (IBBI), through Circular No. IBBI/LIQ/96/2026 dated 2 June 2026, has specified standardized formats for various forms under the Insolvency and Bankruptcy Board of India (Liquidation Process) Regulations, 2016, as amended by the Fourth Amendment Regulations, 2026. Exercising its powers under Sections 196 and 240 of the Insolvency and Bankruptcy Code, 2016, the Board notified forms covering critical aspects of the liquidation process, including written consent to act as liquidator, public announcements, progress reports, proof of claims by different classes of stakeholders, intimation regarding security interests, compliance certificates, deposits of unclaimed dividends or undistributed proceeds, and withdrawals from the Corporate Liquidation Account. The circular also clarifies that stakeholders may use the corresponding claim forms prescribed under the CIRP Regulations for filing claims in liquidation proceedings, with references to the IRP/RP being read as references to the liquidator. The prescribed formats seek to ensure uniformity, transparency, efficiency, and regulatory compliance in liquidation proceedings.

Subject: Formats under the Insolvency and Bankruptcy Board of India (Liquidation Process) Regulations, 2016.

The Insolvency and Bankruptcy Board of India (Liquidation Process) Regulations, 2016 (Liquidation Regulations), as amended by the Insolvency and Bankruptcy Board of India (Liquidation Process) (Fourth Amendment) Regulations, 2026 specify various forms relating to the process to be notified by Board through circular .

2. Accordingly, in exercise of the powers conferred under section 196 of the Code read with the Liquidation Regulations, the following formats are hereby specified:

4. This Circular is issued in exercise of the powers conferred under section 196 read with section 240 of the Code.
