In the statement of Standard Input Output Norms (SION) as contained in the Handbook of Procedures (Vol.2), 2004-2009, as amended from time to time, the amendments/additions/deletions/corrections at appropriate places as mentioned in ANNEXURE “A” to this Public Notice are made.
All the agencies already enlisted for issuing a Certificate of Origin( Non Preferential) under Appendix 4-C are required to fulfill all the above criteria with documentary proof latest by 31.3.2008, failing with their recognition as authorized agencies to issue Certificate of Origin (Non Preferential) will be cancelled and they will be de-listed from Appendix 4-C w.e.f. 01.04.2008.

In the statement of Standard Input Output Norms (SION) as contained in the Handbook of Procedures (Vol.2), 2004-2009, as amended from time to time, amendments/corrections at appropriate places as mentioned in ANNEXURE “A” to this Public Notice are made.
Export obligation under the scheme shall be, over and above, the average level of exports achieved by him in the preceding three licensing years for the same and similar products within the overall export obligation period including extended period, if any; except for categories mentioned in paragraph 5.7.6 of Handbook of Procedures, Vol. 1. Such average would be the arithmetic mean of export performance in last three years for the same and similar products.
