Paragraph 4.29 (vi) and Para 4.29(vii) of Foreign Trade Policy 2015-20 is replaced enabling exporters to file single DFIA application for exports made from any EDI port and separate applications for export made from each non-EDI port.
Export of Potatoes, Onions, Rice, Wheat Flour, Sugar, Dal and Eggs has been permitted to the Republic of Maldives under bilateral trade agreement between Government of India and Government of Maldives during the period 2018-19 w.e.f. April, 2018 as per the quantities indicated in the Table at Para 1 above. The export of above items to Republic of Maldives will be exempted from any existing or future restriction / prohibition on export.
Reference is invited to the Standing Order NO. 12/20 18 dated 25.04.20 18 and amendment made in Section 28 of the Customs Act, 1962 prescribing time limit for adjudication cases. In pursuance of the aforesaid amendment in the Customs Act and following the spirit of the proposed amendment viz. to expeditiously complete the adjudication process at the original stage, it has been decided to take up the adjudication cases on priority and complete them in time bound manner.
In case of exporters having stuffing premises under the jurisdictional area of Jawaharlal Nehru Custom House (JNCH), the exporter would give application to the Commissioner of Customs, NS-Gen, JNCH (FSP Cell) for availing supervised stuffing along with the list of export goods.
Indian Mackerel export under any HS Code of 2012/2017 is eligible for MEIS benefit for exports made during the period 01.04.2015 to 30.06.2018. For exports made on or after 01.07.2018, Indian mackerel is eligible for MEIS benefits only under Serial no. 8019 and 8020 of the Table 2 of Appendix 3B-MEIS Schedule.
Port restriction is not applicable on import of Natural Rubber of all varieties/forms covered under EXIM Code 4001, under Advance Authorisation.
The following standard operating procedure is notified regarding Export Promotion (EP) Schemes Management & Monitoring Cell which has been notified vide P.N. No. 91/2018, dated 30.05.2018.
As far as I understand, the export promotion policy is put in place to promote the exports from India. However, I doubt it very much, the way; the Indian bureaucracy formulates & implements the same. The transaction costs of export administration are so high within the system that even the incentives have no meaning because the exporters find themselves serving the vested interests of the bureaucracy rather than real gain at the end of the day. I firmly believe that perverse approach can never deliver results but then this does not bother the bureaucracy at all.
Sale in DTA in respect of certain services classified under Heading 9988 and 9989 under GST is continued to be covered under para 6.08(a) of FTP.
