The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has issued a Public Notice to establish a new Standard Input Output Norm (SION), designated as C-2049, specifically for the export item Mobile Phones under the “Engineering & Electronic Items” category. This new SION standardizes the required input quantities for the manufacturing process of one Mobile Phone. The list of permitted imported inputs is extensive, including numerous electronic components such as the DISPLAY ASSEMBLY, various ICs (like Platform Baseband Chip, Power Management Chip, WIFI/BT WCN Master Chip), sensors (accelerometer, light, geomagnetic), memory chips (DRAM, eMMC), and various connectors, resistors, and capacitors. Crucially, the quantity allowed for almost all items is specified as ‘Net-to-Net’ or ‘Net + 1%’, reflecting the precise material required plus a small allowance for wastage. The implementation of SION C-2049 allows Regional Authorities (RAs) to directly issue Advance Authorization—a scheme that permits duty-free import of inputs—to exporters without needing case-by-case approval from the Norms Committee. This measure is intended to streamline the process, ensure uniformity in authorizations, and ultimately expedite clearance for mobile phone manufacturers.

Subject: Fixation of a new Standard Input Output Norm (SION) at SION No. C-2049 under “Engineering & Electronic Items” (Product Code ‘C’).
