Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry, Government of India, released Notification No. 11/2023 on June 14, 2023. The notification highlights a significant amendment in the import policy and conditions concerning Copra under the ITC (HS) Code 12030000 of Chapter 12 of ITC (HS), 2022, Schedule-I, Import Policy.
The DGFT notification alters the existing import policy and conditions related to Copra under ITC (HS) Code 12030000. The change, which takes immediate effect, is made under the powers conferred by Section 3 and 5 of the Foreign Trade (Development & Regulation) Act, 1992, and other relevant provisions of the Foreign Trade Policy (FTP) 2023.
Previously, the import of Copra was limited to ‘State Trading Enterprise’ with the condition that imports were allowed through NAFED subject to Para 2.21 of the Foreign Trade Policy. The new amendment has revised the import policy to ‘Restricted’, eliminating the previous policy condition.

S.O.2626(E): In exercise of powers conferred by Section 3 read with section 5 of Foreign Trade (Development & Regulation) Act, 1992 (as amended from time to time), read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, the Central Government hereby amends the import policy and policy condition of Copra under Chapter 12 of Schedule-I (Import Policy) of ITC(HS) 2022 as follows:
