The new year brings with it happy tidings on the human resources front. Last week, orders were issued for promotion/upgradation to the grades of Deputy Commissioner, Joint Commissioner, Additional Commissioner as well as Principal Commissioners. My Congratulations to the all the newly promoted officers and best wishes for the challenges and opportunities that await you.

Continuing on the HR front, I am happy to share that the requisite approvals for relaxing the qualifying service for promotion of Tax Assistants to Executive Assistants are now in place. I would request the respective Cadre Control Authorities to take next steps to ensure that eligible officers are promoted at the earliest.

The week gone by also saw the initiation of the Annual General Transfer (AGT), 2023 exercise with representations for transfers/postings having been called for. Officers may like to submit their representations online well in time so that the process is completed at an early date.

I would like to place on record my sincere appreciation for Member (Administration & Vigilance) and her entire team for their consistent hardwork in ensuring that the orders were processed and issued in time.

Moving on, the Annual National Time Release Study (NTRS), 2023 is scheduled to cover documents filed between January 1st to 7th, 2023 at 15 locations. I urge field formations to utilize this opportunity to showcase initiatives having a direct bearing on release time and cost. Major Custom Houses may also like to use this opportunity to conduct more detailed and nuanced local TRS.

The week gone by saw officers of the Directorate of Revenue Intelligence (DRI) detect two clandestine units manufacturing Mephedrone, a psychotropic substance under the Narcotic Drugs & Psychotropic Substances (NDPS) Act, 1985. Their swift action also led to the arrest of the dramatis personae involved. In the course of the operation more than 24 kg of Mephedrone, valued at about Rs. 50 Crore were seized. Kudos to the officers for an excellent detection.

Preservation of our heritage is an important way for us to acknowledge our past. To this end, Surikam, an in-house museum in the Custom House, Chennai was inaugurated last week. The museum features antiques, ancient receipts, custom documents, seals etc. reflecting the history & growth of Customs in Tamil Nadu. Congratulations to Chief Commissioner, Chennai Customs and his team of officers for a wonderful initiative.

Demonstrating our commitment to ensure that seized narcotics and drugs do not find their way back in society, Mumbai Customs, Zone-III, destroyed drugs weighing more than 140 kgs and valued at about Rs. 538 Crore, last week.

I am happy to share that Sh. Yogendra Singh, an officer of the 2004 Batch, has been presented a National Award for e-Governance, 2022 (Silver Category) for his work on the PM Street Vendors AtmaNirbhar Nidhi (PM SVANidhi) of the Ministry of Housing and Urban Affairs.

Further, Sh. Kaushik TG, an officer of the 2014 Batch presented a paper titled, “Re-Examining Laws Pertaining to Admissibility of Digital Evidence in Investigations” at the International Conference on Information Security, Privacy and Digital Forensics 2022, organized by the National Forensic Sciences University (NFSU). The paper was adjudged as the Best Paper at the Conference. Sincere congratulations to both officers for their achievements.

Before I sign off for the week, I would like to take this opportunity, on behalf of the entire CBIC family and on my personal behalf, to bid farewell to Sh. Maddukuri Venkata Subbaiah Choudary, an officer of the 1989 Batch, who superannuated last week. Here’s wishing him the best for all future endeavors.
