DO No. 40/CH(IC)/2022

Lend me your ears and I’ll sing you a song; And I’ll try not to sing out of key Oh, I get by with a little help from my friends; Mm, I get high with a little help from my friends

This week I am reminded of one of the more famous partnerships – The Beatles. Harrison, Starr, McCartney and Lennon – a team perhaps like no other. Together, they were magic. Their undeniable individual capabilities came together to produce music that was somehow greater than the sum of the parts. That is the beauty of teamwork.

The week gone by saw the silent hardwork put in by Team CBIC HR come to fruition with the promotion of officers to the grade of Commissioner of Customs & Indirect Taxes for the panel years 2020, 2021 and 2022. Heartiest Congratulations to the newly promoted officers. New challenges, fresh opportunities and wider horizons await all of you!

Moving ahead, a number of outstanding cases were booked by our preventive formations during the week. Officers of the Air Intelligence Unit of Bengaluru Customs intercepted sixty live Star Tortoises – an endangered species listed under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) which prohibits their export or imports. Similarly, Aizawl Customs Division of Customs (Preventive) Commissionerate, North Eastern Region, Shillong intercepted nine exotic animals being smuggled at Vairangte, Mizoram.

Further, officers of Commissioner of Customs (Import), ICD Tughlakabad interdicted 22 tons of hazardous e-wastes attempted to be smuggled into the country. Further, on receipt of specific information regarding the smuggling of foreign brand cigarettes into Vijayawada city, officers of Customs (Preventive) Commissionerate, Vijayawada intercepted two lorries which were found to contain 80,40,000 foreign brand cigarettes sticks valued at about Rs. 8 Crores. Kudos to the officers for the excellent detections.

In the week gone by officers of Commissionerate of Central Goods & Services Tax (Audit), Gurugram detected a case of foreign exchange expenses incurred on import of services without discharging GST under the Reverse Charge Mechanism. Agreeing with the Audit observations, the taxpayer deposited Rs. 14.7 Crore toward their GST liabilities. My sincere Congratulations to the officers for their diligence.

Last week, the National Academy of Customs Indirect Taxes and Narcotics (NACIN) organized a Workshop under Mission Karamyogi for all the Pr ADGs/ADGs of NACIN Zonal Training Institutes (ZTIs) to discuss the proposed Accreditation of Central Training Institutes (CTIs) under National Standards for Civil Services Training Institutions (NSCSTIs). These standards, developed by the Capacity Building Commission (CBC), will lay the road map for transforming the Civil Services learning ecosystem for the country.

During the Workshop the New NACIN Campus News – a monthly newsletter reporting the progress in the development of the new NACIN Campus at Palasamudram was launched. The inaugural issue chronicles the journey thus far and is a delightful read.

Moving ahead, I would like to congratulate Sh. Alok Shukla and Ms. V. Rama Mathew, both from the 1988 Batch on their appointment as Members of the Board. On behalf of the entire Board, I welcome them and convey our best wishes for a successful tenure.

Before I sign off for the week, on behalf of the CBIC family, I would like to convey my best wishes to Sh. Balesh Kumar on his superannuation. An outstanding officer, whose remarkable contributions especially to HR will always be remembered fondly. We also bid farewell to Sh. Alok Tiwari and Sh. Alok Raj, both from the 1988 Batch who have also superannuated. We wish them all the best in their future endeavors.

Till next week!

Yours Sincerely,

(Vivek Johri)
