Summary: The Reserve Bank of India issued the Foreign Exchange Management (Export and Import of Goods and Services) (Amendment) Regulations, 2026 on September 22, 2026. The amendments take effect on October 1, 2026. In regulation 5(1) of the principal regulations, the period of “fifteen months” in clauses (a) and (b) is replaced by “nine months”, while “eighteen months” in the first proviso is replaced by “twelve months”.

A new proviso to regulation 13 addresses exporters who are on the Caution List as of September 30, 2026 under orders issued pursuant to regulation 16 of the 2015 export regulations. Those exporters will continue to be governed by the relevant order until they are removed from the Caution List.

The amendment also inserts regulation 20, authorising Authorised Dealers to handle transactions involving exports, imports and merchanting trade undertaken before October 1, 2026 that previously required RBI approval under the specified 2015 regulations and Master Directions. The notification identifies the applicable Export Master Direction as updated to July 17, 2026 and the Import Master Direction as updated to January 12, 2026.
