The Supreme Court considered an appeal challenging the judgment of the Orissa High Court, which had upheld the order of the State Education Tribunal directing approval of the appointment of Respondent No.5 as Physical Education Trainer (PET) in a Gram Panchayat School and release of block grant in his favour with effect from 1 January 2004. The principal dispute before the Court was whether the appellant or Respondent No.5 was entitled to approval of appointment and consequential service benefits.
