The Insurance Regulatory and Development Authority of India (IRDAI), through Circular No. IRDAI/INT/CIR/MISC/91/7/2026 dated 2 July 2026, has extended the transitional arrangements relating to the payment of annual fees and issuance of Certificates of Registration for intermediaries, including Surveyors and Loss Assessors. The earlier circulars dated 16 March 2026 and 7 April 2026 had prescribed these arrangements pending notification of the amended Regulations under the Insurance Act, 1938, as amended by the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025, and were originally applicable up to 30 June 2026. Upon further examination, the Authority decided that the transitional arrangements will continue until the relevant amended Regulations are notified. Accordingly, the validity of the arrangements has been extended from 30 June 2026 to 31 August 2026 or until the date of notification of the amended Regulations, whichever is earlier. All other provisions of the earlier circulars remain unchanged.

1. Attention is invited to Circular Ref. IRDAI/INT/CIR/MISC/41/3/2026 dated 16th March, 2026 on “Transitional arrangements for payment of Annual Fee and issuance of Certificate of Registration (Intermediaries)” and Circular Ref. IRDAI/INT/CIR/MISC/54/4/2026 dated 07th April, 2026 relating to its applicability to Surveyors and Loss Assessors.

The aforesaid Circulars prescribed transitional arrangements for payment of annual fee and issuance of Certificate of Registration pending notification of the amended Regulations under the Insurance Act, 1938, as amended by the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025. The transitional arrangements were made applicable up to 30th June, 2026.
3. Upon further examination of the matter, the Authority has decided that the transitional arrangements prescribed under the above Circulars shall continue to remain in force beyond 30th June, 2026 until the date of notification of the relevant amended Regulations governing payment of annual fee and related matters.
4. Accordingly:
i. the period specified in paragraph 4.3 of Circular Ref. IRDAI/INT/CIR/MISC/41/3/2026 dated 16th March, 2026, shall stand extended from 30th June, 2026 till 31st August, 2026 or the date of notification of the relevant amended Regulations, whichever is earlier; and
ii. the period specified in paragraph 4.1 of Circular Ref. IRDAI/INT/CIR/MISC/54/4/2026 dated 07th April, 2026, shall also stand extended on the same terms.
5. All other provisions of the aforesaid Circulars shall remain unchanged and continue to be applicable.
