New Agency Approved to Issue Non-Preferential Certificates of Origin

The Directorate General of Foreign Trade has issued Public Notice No. 43/2025-26 dated 9 January 2026, exercising powers under paragraph 2.04 of the Foreign Trade Policy (FTP) 2023 to authorise a new agency to issue Certificates of Origin (Non-Preferential) with immediate effect. Pursuant to this notice, the India & Arab Countries Chamber of Commerce, Industry & Agriculture has been formally enlisted under Appendix 2E of the FTP 2023. Its name has been added at Serial No. 20 (Delhi) in the official list of agencies authorised to issue non-preferential Certificates of Origin, which are required for certifying the country of origin of exported goods. The enlistment enables exporters to obtain such certificates from the newly authorised body without delay. The notice clarifies that the authorisation takes effect immediately upon publication, strengthening institutional capacity for trade facilitation under the FTP 2023.

2. Accordingly, the name of the above-mentioned Agency is added at Serial No. 20 (Delhi) of Appendix 2E [List of Agencies Authorised to issue Certificate of Origin (Non- Preferential)] to Appendices & Aayat Niryat Forms of FTP 2023.

Effect of this Public Notice:

The India & Arab Countries Chamber of Commerce, Industry & Agriculture (IACCIA) is enlisted under Appendix 2E of the FTP 2023 for issuing Certificates of Origin (Non-Preferential), with immediate effect.
