Govt decided to allow farmers to purchase seeds with old high denomination bank notes of Rs.500 from Centres,Units or Outlets belonging to Central or State Governments, PSUs, National or State Seeds Corporations, Central or State Agricultural Universities and ICAR, on production of proof of identity.
Date for payment and submission of proof of payment. (1) The fifty per cent. of the requisite amount payable under the Act shall be paid on or before the 30th November 2016 and remaining fifty per cent. amount shall be paid on or before the 31st December 2016.

It seems this notification have some mistakes as vide this government has withdrawn relaxation for cash withdrawal and for wedding celebration.
(x) the limits for cash withdrawal by farmers from their loan and other accounts shall be such, as may be specified by the Reserve Bank of India; (xi) for wedding expenses a maximum of Rs. 2,50,000/- may be withdrawn in cash from the bank accounts, subject to such conditions as may be specified by the Reserve Bank of India
