As per the referred instruction, the Board had taken a serious note of the possibility of misuse of the facility of manual filing and processing of import/export documents, which was being allowed by the field formations. Accordingly, it had been instructed that this should not be allowed except in exceptional and genuine cases where the electronic filing and processing of import/export documents is not feasible.
Accordingly, exports of such goods to Iran which have been imported against payment in freely convertible currency would be permitted against payment in Indian Rupees also, subject to at least 15% value addition. Further, re-export of food, medicine and medical equipments will not be subject to minimum value addition recjuirement. The ITC(H5) codes for these goods will cover Chapters Z3,4,7-11.
A self-certification process on compliance of bar-coding requirement on secondary and tertiary level packaging of pharmaceuticals and drugs has been introduced. This will be effective from 1st April, 2014.
Prohibition on export of pulses has been extended till further orders. But, there are two exceptions to this. One is export of Kabuli Chana. Second is export of Organic Pulses and lentils; but with a ceiling of 10,000 MTs per annum and subject to certain conditions mentioned above.
Export of pulses had been prohibited vide Notification No. 15(RE-2006)/2004-09 dated 27.06.2006 which had initially been imposed for a period of 6 months and is presently extended till 31.03.2014 vide Notification No. 38(RE – 2012)/2009-2014 dated 25.03.2013.
Export of the quantities of Stone Aggregate with the annual ceiling indicated in the respective columns in Export Licencing Note 1(i) above has been permitted for export to the Republic of Maldives under Bi-lateral Trade Agreement between Government of India and Government of the Republic of Maldives.
Export of the quantities of River Sand with the annual ceiling indicated in the respective columns in Export Licencing Note 2(i) above has been permitted for export to the Republic of Maldives under Bi-lateral Trade Agreement between Government of India and Government of the Republic of Maldives.
Applications for EODC for cases at entry II and III in the table at para 2 above cannot be made online as shipping bills are manual and records evidencing deemed exports supplies are not transmitted online to DGFT. In respect of these cases applications will continue to be in manual mode.
Quality certification should be either from a product certification body as per applicable international standard (ISO Guide 65/ISO 17065) by an accreditation body which is a signatory to the Mutual Recognition Arrangement of the International Accreditation Forum (IAF); or certification for each consignment from an inspection body which is duly accredited as per ISO:17020.
Notification No. 73 (RE-2013)/2009-2014 Export of onion has been made free. Earlier export of onion at Sl. No. 51 & 52 was permitted through STEs.
