SEBI, in collaboration with Market Infrastructure Institutions (MIIs) such as NSE and BSE, has developed a new website, Indiamarketaccess.in, to assist Foreign Portfolio Investors (FPIs). The site aims to address the challenges FPIs face due to complex, fragmented regulations from different authorities like SEBI, RBI, and CBDT. By consolidating all necessary information into a single, user-friendly platform, the website will serve as a central repository for both new and existing FPIs. The platform offers guidance on the FPI registration process via the Common Application Form (CAF), details required documentation, outlines applicable regulations from SEBI and RBI, and provides information on taxation, repatriation, and key market participants. The creation of this website stemmed from feedback received during roadshows, highlighting the need for a consolidated information source. The website will be publicly launched after a demonstration to the SEBI Board.

Website for Foreign Portfolio Investors (FPIs)

1. Objective

1.1. This Memorandum seeks to apprise the SEBI Board (“Board”) on the development of a website for current and prospective Foreign Portfolio Investors (FPIs). This website is aimed at providing all the relevant information that may be useful for FPIs, across RBI, CBDT, SEBI regulations, to access and transact in the Indian markets at one place.

2. Background

2.1. During our roadshows with foreign investors, it was highlighted that FPIs face challenges due to multiple regulations and compliance requirements prescribed by various authorities such as RBI, SEBI and CBDT. Currently, there is no single website where information from these sources is consolidated and presented in a simple manner. The need for a central repository with clear and easily accessible information for both prospective and existing FPIs was strongly expressed.

2.2. Accordingly, a website titled ‘Indiamarketaccess.in’ has been jointly developed by Market Infrastructure Institutions (MIIs) – National Stock Exchange (NSE), Bombay Stock Exchange (BSE), Indian Clearing Corporation Limited (ICCL), NSE Clearing Limited (NCL), Central Depository Services (India) Limited (CDSL) and National Securities Depository Limited (NSDL) under the guidance of SEBI.

3. Website indiamarketaccess.in

3.1. This website provides all essential information that a current and prospective FPI requires to operate in India, consolidated in one place. It is designed to serve as a continuously updated repository on investing in the Indian securities market.

3.2. The information made available on this website inter-alia includes:

3.2.1. Step-by-step guidance for FPI registration through the Common Application Form (CAF).

3.2.2. Advisory on the required documentation.

3.2.3. Applicable SEBI and RBI regulations for FPIs.

3.2.4. Guidelines on taxation and repatriation.

3.2.5. Information on the roles and activities of key market participants in the FPI ecosystem.

A sitemap of the website is placed at Annexure A.

3.3. The website www.indiamarketaccess.in would be launched for public access after a demonstration of the same to the Board during the Board meeting.
