The Central Board of Indirect Taxes and Customs (CBIC) issued updates in DO No. 39/News Letter/CMIC/2024, dated 23rd September 2024, focusing on various activities and achievements. CBIC is actively participating in the Swachhta Hi Sewa (SHS) Campaign 2024, from 17th September to 1st October 2024, followed by Special Campaign 4.0, in line with the government’s focus on cleanliness. Additionally, a National Conference on Enforcement and Capacity Building in Intellectual Property Rights (IPR) was held by the National Academy of Customs, Indirect Taxes, and Narcotics (NACIN), emphasizing the enhancement of Customs’ role in IPR enforcement. On another front, the second issue of CBIC’s in-house Hindi e-magazine was released, featuring contributions from multiple departments, promoting the use of the official language. In a key investigation, the Bengaluru North Commissionerate flagged ineligible Input Tax Credit (ITC) worth Rs. 129 crores availed by a firm, which was later reversed. Lastly, Lucknow Customs Preventive seized 23,000 kg of smuggled Chinese garlic, valued at Rs. 46 lakhs, on the Phulpur-Prayagraj Highway, underscoring Customs’ vigilance in preventing illegal trade.

As you are aware, the Department of Administrative Reforms and Public Grievances (DARPG) has issued guidelines for implementing Swachhta Hi Sewa Campaign 2024 (SHS-2024) from 17th September, 2024 to 01st October, 2024 with the theme of “Swabhaav Swachhta – Sanskaar Swachhta” and Special Campaign 4.0 from 2nd October, 2024 to 31st October, 2024. This year the Government is commemorating the tenth anniversary of the launch of `Swachh Bharat Mission’. Like in previous years, CBIC has always been leading from the front when it comes to taking up social projects and spreading the message of Swachhta. I encourage your active participation this year as well to make the SHS Campaign and Special Campaign 4.0 a resounding success.
The National Academy of Customs, Indirect Taxes, and Narcotics (NACIN) organized a three-day National Conference on Enforcement and Capacity Building in Intellectual Property Rights (IPR) at its new campus at Palasamudram. The conference emphasized on enhancing Customs’ role in IPR enforcement, augmenting their capacity, strengthening inter-agency coordination, engaging with rights holders, and devising strategies against IPR violations by leveraging technology. This is an evolving area, and the success of the conference was driven by strong participation from enforcement and policy-making bodies, including ICD section of CBIC, DPIIT, CGPDTM, NCTC, DRI, WCO and various Customs field formations.
It gives me immense pleasure to inform you that the second issue of the Board’s in-house Hindi e-magazine “……” was released last week in the presence of the Board members and senior officers. This edition saw contributions not only from officers of CBIC but also from the Department of Revenue, Central Board of Direct Taxes, and our field offices located in the Delhi region, making it even more engaging. It is also heartening to note that other formations have also been publishing their magazines, providing greater impetus to the use of the official language in their day-to-day operations, in accordance with the spirit of the Constitution.
The officers of the CGST Bengaluru North Commissionerate initiated an investigation against a major firm for the availment of ITC on ‘works contract services’ received for the construction of immovable property, in contravention of the provisions of the CGST Act, 2017. On being pointed out and understanding the position of the law, the taxpayer has reversed the ineligible ITC availed by them amounting to Rs. 129 Crore. It is a fine example that a mistake on part of the taxpayer has been pointed out by the tax officers and the matter was resolved amicably.
On the Customs side, the team of Lucknow Customs Preventive successfully intercepted two trucks on the Phulpur-Prayagraj Highway, near Sahson. The trucks were found carrying a consignment of 23,000 kg of Chinese Garlic, smuggled from Nepal via off routes. The approximate value of the seized garlic stands at Rs. 46 lakhs. Great job done!
