Dear Colleague,

I am delighted to announce the successful migration of the CBIC ACES-GST application to the GSTN Back-Office – a move slated to enhance operational efficiency. As the adage goes, “Efficiency is doing things right; effectiveness is doing the right things.” The successful migration embodies this principle, ensuring we continue to serve with both precision and purpose.

This was a mammoth exercise that was impossible without your hard work. I wish to thank and congratulate Team CBIC and Team GSTN for their continued support and dedication. I am confident that the transition into this new phase will be smooth and any initial challenges will be promptly addressed.

In another step to improve operational efficiency, payment of Drawback amounts into the exporters’ accounts post scroll out, will be facilitated through the Public Finance Management System (PFMS) effective from 5th June, 2024. Presently, Duty Drawback claims are processed through the Customs Automated System (CAS), enumerated in a scroll/ Computerised Customs Drawback Advice (CCDA) and sent to the Authorised Bank branch along with a supporting single cheque of consolidated amount, as per the scroll, for payment of duty drawback amounts into the exporters’ accounts.

I am happy to note that the Zones have been active in improving the office spaces. Scanning through the Zonal updates, I noticed that Kochi established a new canteen, Hyderabad inaugurated a new conference hall with lounge – aptly named “Manthan” and Bhopal created a new guest house. All these initiatives make the work environment comfortable which is a sine qua non for better productivity of the officers.

Indian delegation headed by Member (Customs), CBIC attended the Global Supply Chain Forum 2024 in Barbados. On the sidelines of the forum, Member (Customs) joined by JS (Customs) met with Comptroller of Customs, Barbados and discussed issues related to customs assessment, risk management, compliance and enforcement, capacity development and collaboration on upcoming challenges in customs. This highlights the role of CBIC on international forums.

Officers from SIIB, JNCH, Nhava Sheva, intercepted a consignment with the declared description of bitumen. However, upon examination of the consignment, it was found that 189.6 MTs of Areca Nuts were concealed behind Bitumen Drums and the misdeclaration sought to evade duty of about Rs. 11.63 Crores. Fine detection by Nhava Sheva!

Last week, Delhi customs (P) disposed 43.5 lakh sticks of Cigarettes by way of burning in a Biotic Disposal facility at Jahangirpuri, Delhi – freeing precious storage space in the Godown and taking firm steps in the direction of R1T मुक्त भTर?F.

As I close, I would like to extend my heartfelt best wishes to Dr. K.N. Raghavan on his well-deserved superannuation. What you and your team achieved in NACIN Palasamudram is nothing short of a landmark, and the service fraternity will remain eternally indebted to your contribution. In the spirit of cricket, a game you deeply love, it seems befitting to reflect on your career with Harsha Bogle’s statement, “The legacy of a cricketer is not defined by records alone but by the impact they have on the game and its future generations”. Like a seasoned captain, your leadership has left an indelible mark on the future course of our organization.
