High Court held that  taxpayers cannot be asked to wait endlessly for the respondents to contest the order of the Commissioner (Appeals). Consequently, the present writ petition is disposed of with a direction to the respondents to refund the amount as directed by the Commissioner (Appeals) vide order dated 23^rd July, 2019 within four weeks.
