The Office of the Goods and Services Tax Council Secretariat has announced the constitution of a Group of Ministers (GoM) to explore restructuring the Compensation Cess, following discussions during the GST Council’s 54th Meeting on September 9, 2024. The GoM will propose a taxation system to replace the compensation cess after its planned abolition. It will be led by Sh. Pankaj Chaudhary, Union Minister of State for Finance, with members comprising finance ministers from various states, including Assam, Chhattisgarh, Gujarat, Karnataka, Madhya Pradesh, Punjab, Tamil Nadu, Uttar Pradesh, and West Bengal. The GoM has been tasked with submitting its report by December 31, 2024, with the Department of Revenue providing secretarial support.

OFFICE MEMORANDUM

Subject: Constitution of Group of Ministers (GoM) on  restructuring Compensation Cess

In its 54th Meeting held on 09.09.2024 in New Delhi, the GST Council discussed the need for a comprehensive deliberation on compensation cess.

2. In the aforesaid meeting, the GST Council recommended to constitute a

GoM to make taxation proposal to replace the compensation cess after its abolition. Accordingly, a Group of Ministers is hereby constituted with the following composition:

3. The Terms of Reference of the GoM is to make taxation proposal to replace compensation cess after its abolition.

4. The GoM is to submit the report by 31st December 2024.

5. Department of Revenue shall provide necessary secretarial assistance to the GoM.
