Notification No. 48 (RE-2005)/2004-2009, dated 20th February 2006, introduced amendments to the Target Plus Scheme under the Foreign Trade Policy 2004-2009 for exports made between 1st April 2005 and 31st March 2006. Key changes include the removal of “Gems & Jewellery Shipping Bills” from Note 4 of Para 3.7.3, and the deletion of Note 5 from Para 7.3. Furthermore, Para 3.7.5(b) was updated to include supplies made to certain units. The definition of eligible products under Para 7.5 was expanded, replacing “Diamonds and other precious, semi-precious stones” and renumbering existing clauses. Additional categories of eligible goods for the scheme include ores and concentrates, cereals, sugar, crude/petroleum oil, and petroleum-based products under ITC HS codes 2709 to 2715. These changes apply to exports from 1st April 2005 onwards, aligning with the government’s goal to encourage the export of diverse commodities.

NOTIFICATION No. 48 (RE 2005)/2004-2009
S.O.(E) In exercise of powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 read with paragraph 1.3 and paragraph 3.7.8 of the Foreign Trade Policy, 2004-2009, the Central Government hereby makes the following amendments in the Target Plus Scheme, for the exports effected during 01.04.2005 to 31.3.2006, of the Foreign Trade Policy, 2004-2009, as amended from time to time:
a. In Note 4 of Para 3.7.3, the words ‘and Gems & Jewellery Shipping Bills’ are deleted.
b. In Para7.3, Note 5 is deleted.
c. In Paragraph 3.7.5 (b), the words ‘or Supplies made to such units’ are inserted after the word Schemes.
d. Existing Para7.5(e) is substituted by the following – ‘Diamonds and other precious, semi precious stones’.
e. Existing Sub-Para 3.7.5(g) is renumbered as 3.7.5(k).
f. In Para7.5, the following shall be inserted after sub para 3.7.5(f)
g. Ores and Concentrates, of all types and in all forms.
h. Cereals, of all types.
i .Sugar, of all types and in all forms.
j. Crude / Petroleum Oil & Crude / Petroleum based Products covered under ITC HS codes 2709 to 2715, of all types and in all forms.
k. This will take effect for exports from 01.04.2005.
