The Government of India, under Notification No. 10 (RE-2001) dated 25th April 2001, issued guidelines for exporting 1,50,000 metric tons of onions (excluding Bangalore Rose and Krishnapuram varieties). This directive, issued under the Foreign Trade (Development & Regulation) Act, 1992, modifies the ITC(HS) Classifications of Export and Import Items, 1997-2002. The export quota is allocated among seven State Trading Enterprises (STEs) and agencies: NAFED (50,000 MT), Maharashtra State Agricultural Marketing Board (50,000 MT), Gujarat Agro Industries Corporation Ltd. (15,000 MT), The Spices Trading Corporation Ltd. (10,000 MT), AP State Trading Corporation (7,500 MT), Karnataka State Co-operative Marketing Federation Ltd. (10,000 MT), and National Co-operative Consumers’ Federation of India Ltd. (7,500 MT).

Exports must comply with conditions outlined in earlier notifications and the Export and Import Policy, 1997-2002, with the shipment deadline set for 30th June 2001. Agencies can directly export or operate through registered exporters under the specified terms. The initiative aims to regulate onion exports efficiently while addressing market needs. This notification is issued in the public interest by the Directorate General of Foreign Trade.

NEW DELHI, the 25th April,2001

S.O.(E) In exercise of the powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act,1992 (No.22 of 1992) read with Paragraph 1.3 of the Export and Import Policy, 1997-2002(incorporating amendments made upto 31.3.2001), the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items, 1997-2002 (incorporating amendments made upto 31st August, 1998) and as amended from time to time; :-

In continuation of Notification No.51 (RE-2000)/1997-2002 dated the 14th March, 2001, the following additions shall be made against the Code No.0703(1) in Table B of Schedule 2 of the said ITC(HS) relating to “onions (all varieties other than Bangalore Rose onion and Krishnapuram onions)” under the column ‘ nature of restriction’:-

“ Further, another 1,50,000 Metric Tons of onions is allowed for export through the following State Trading Enterprises/agencies for the quantities indicated against each :-

(i) National Agricultural Cooperative Marketing 50,000 M.Ts.

Federation of India Ltd.(NAFED)

(ii) Maharashtra State Agricultural Marketing 50,000 M.Ts.

Board (MSAMB)

(iii) Gujarat Agro Industries Corporation Ltd. 15,000 M.Ts.

(GAIC)

(iv) The Spices Trading Corporation Ltd.(STCL) 10,000 M.Ts.

(v) AP-State Trading Corporation 7,500 M.Ts.

(vi) The Karnataka State Co-operative

Marketing Federation Ltd.(KSCMF) 10,000 M.Ts

(vii) The National Co-operative Consumers’ 7,500 M.Ts.

Federation of India Ltd.(NCCF)

2. These STEs/agenciesshall export directly or through the Registered Exporters on the same terms and conditions as laid down in earlier Notification No.16(RE-2000)/1997-2002 dated 17.5.2000 except condition relating to time prescribed for export for which the date indicated in Para –3 will apply.

3. The quantity of onions released as above shall be exported by 30th June,2001.

4. The export through State Trading Enterprises (s) will be subject to the conditions mentioned in Paragraph 4.8 of the Export and Import Policy, 1997-2002

( incorporating amendments made upto 31.3.2001 ).

5. This issues in Public interest.
