The Government of India has launched the Integrated Support for Trade Intelligence & Facilitation (INSIGHT) intervention under the Export Promotion Mission (NIRYAT DISHA), effective immediately from 20 February 2026. The scheme aims to strengthen exporter preparedness, particularly for MSMEs, by addressing information gaps, procedural challenges, and capacity constraints. INSIGHT focuses on four key areas: export capacity building and skills development; district and cluster-level export facilitation; trade intelligence, analytics, and digital knowledge systems; and research, innovation, and pilot initiatives for export promotion. The initiative will operate initially on a pilot basis to enable institutional learning and refinement. Applications can be submitted online for modules, research studies, capacity-building programs, and analytics initiatives. Stakeholder feedback on draft provisions is invited within 30 days. Overall, INSIGHT seeks to enhance export competitiveness, improve market responsiveness, and build stronger institutional support mechanisms for exporters across regions and sectors.

Subject: Launch of Support for Integrated Support for Trade Intelligence & Facilitation (INSIGHT) Under Export Promotion Mission (EPM) — NIRYAT DISHA—regarding
The Support for Integrated Support for Trade Intelligence & Facilitation (INSIGHT) intervention under the Export Promotion Mission (EPM) — NIRYAT DISHA is hereby implemented prospectively with immediate effect.
2. The intervention aims to strengthen exporter preparedness and institutional support systems by addressing information asymmetries, procedural frictions and capacity gaps faced by exporters and manufacturers particularly Micro, Small and Medium Enterprises (MSMEs).
3. The assistance shall aim to enhance export readiness, competitiveness, and market responsiveness through structured interventions, including:
i. Export Capacity Building and Skills Development, comprising structured training, knowledge dissemination, and skill enhancement for exporters and export-support institutions, with priority to emerging areas of international trade.
ii. District and Cluster-Level Export Facilitation, comprising outreach, counselling, facilitation support, and institutional capacity building at district or cluster or Industry association level.
iii. Trade Intelligence, Analytics and Digital Knowledge Systems, comprising development, licensing, or dissemination of trade-related information, analytics, and international trade related decision-support platforms; and
iv. Research, Innovation and Pilot Interventions for Export Promotion, comprising research studies, analytics, proof-of-concepts, pilot projects, and innovation initiatives aimed at strengthening export competitiveness.
4. The detailed Policy framework is enclosed as Annexure-I. The Operational and Procedural Guidelines is enclosed at Annexure-II. The Governance Structure is enclosed at Annexure-Ill.
5. The intervention shall be operationalised on a pilot basis for feedback, institutional learning, and data-driven refinements. The procedure for application is enclosed at An nexure-IV.
