On 17 May 2025, the Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, issued Notification No. 07/2025-26-DGFT introducing a new provision—Para 19—under the ‘General Notes Regarding Import Policy’ of ITC (HS), 2022 Schedule 1. This new paragraph imposes port-specific restrictions on the import of certain goods from Bangladesh into India. Key items affected include Ready Made Garments (RMG), fruit/fruit-flavoured and carbonated drinks, processed food items such as snacks and confectionery, cotton and cotton yarn waste, specific plastic and PVC finished goods, and wooden furniture. The import of RMG is permitted only through Nhava Sheva and Kolkata seaports, while the import of other listed goods is restricted from entry via Land Customs Stations (LCSs) and Integrated Check Posts (ICPs) in Assam, Meghalaya, Tripura, Mizoram, and select locations in West Bengal (Changrabandha and Fulbari). However, these restrictions do not apply to the import of fish, LPG, edible oil, and crushed stone from Bangladesh. Additionally, Bangladesh exports transiting to Nepal or Bhutan through India are exempt from these restrictions. The notification takes immediate effect and has been issued with the approval of the Minister of Commerce & Industry.

Subject: Port restriction on import of certain goods from Bangladesh to India – Insertion of a new Para 19 under ‘General Notes Regarding Import Policy’ under ITC (HS), 2022 Schedule 1 (Import Policy)
S.O. 2235 (E).— In exercise of powers conferred by Section 3 read with Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby introduces a new Para 19 to General Notes Regarding Import Policy under ITC (HS), 2022 Schedule 1 (Import Policy) with immediate effect.
“19. The import of following goods from Bangladesh to India shall be regulated as under:
1. Port Restrictions on import of Goods from Bangladesh

Effect of the Notification:
A new Para 19 is introduced in ‘General Notes Regarding Import Policy’ under ITC (HS), 2022 Schedule 1 (Import Policy) regulating the Import of certain goods from Bangladesh to India, with immediate effect.
This is issued with the approval of Minister of Commerce & Industry.
