The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, issued Notification No. 67/2025-26 dated 27 March 2026 under Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 to amend Para 9.05 of the Foreign Trade Policy (FTP) 2023. The amendment removes the earlier per-consignment value limit of ₹10,00,000 for exports through courier services. While exports via registered courier services or Foreign Post Offices continue to be governed by notifications under the Customs Act, 1962 and regulated as per FTP/Export Policy in ITC(HS), the restriction on consignment value has been withdrawn. The change will take effect from 1 April 2026. The notification clarifies that exporters can now send goods of any value through courier mode without being subject to a prescribed cap per consignment, thereby modifying the earlier limitation.

Subject: Amendment in Para 9.05 of FTP 2023 to remove per-consignment value limit for courier exports – regarding.

S.O. 1668(E)— In exercise of powers conferred by section 5 of the Foreign Trade (Development and Regulation) Act, 1992, read with paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby amends Para 9.05 of Foreign Trade Policy (FTP) 2023 (Export through Courier Service/Post) as under :

Exports through a registered courier service/Foreign Post Office is permitted as per Notification(s) issued under Customs Act, 1962. However, exportability of such items shall be regulated in accordance with FTP/Export Policy in ITC(HS) as notified. The value limit for exports through courier service shall be Rs. 10,00,000 per consignment. There shall be no value limit prescribed per consignment for exports through courier service.

2. The given amendment shall come into effect from April 01, 2026.

Effect of this Notification: The value limit per consignment for exports through courier service shall stand withdrawn with effect from April 01, 2026.
