The Government of India, through the Ministry of Commerce & Industry and the Department of Commerce, has taken significant steps to streamline trade processes. In a recent development, the Directorate General of Foreign Trade (DGFT), headquartered at Vanijya Bhawan in New Delhi, issued Public Notice No. 31/2023-DGFT on 20th September 2023. This notice pertains to the de-listing of agencies authorized to issue Certificates of Origin (Non-Preferential) from Appendix 2E of the Foreign Trade Policy (FTP) 2023.
Background: Prior to the issuance of this public notice, Trade Notice No. 22/2023 was released on 16th August 2023. It served as a final notice to agencies enlisted under Appendix 2E of FTP 2023 that had not yet transitioned to the e-CoO platform for the electronic issuance of Certificates of Origin (Non-Preferential). The deadline for compliance was set for 31st August 2023. Regrettably, 32 agencies failed to heed this notice despite follow-ups and reminders.
DGFT’s Authority: The DGFT, in accordance with the powers conferred under paragraph 2.04 of the Foreign Trade Policy (FTP) 2023, has taken decisive action. In light of the non-compliance of 29 agencies, the DGFT has de-listed them from Appendix 2E of FTP 2023. This action signifies a significant shift in the landscape of agencies authorized to issue Certificates of Origin (Non-Preferential).
Effect of the Public Notice: The immediate effect of this public notice is that the 29 de-listed chambers/agencies are no longer authorized to issue Certificate of Origin (Non-Preferential). This action underscores the government’s commitment to modernizing trade processes and ensuring compliance with the latest technological advancements in the field.

Subject: De-listing of agencies authorized to issue Certificates of Origin- (Non Preferential) from Appendix 2E of FTP, 2023 —reg.
F. No. 01/93/180/28/AM-19/PC.II(B)/E-16025.— Pursuant to Trade Notice No. 22/2023 dated 16.08.2023, whereby a final notice was given to those agencies enlisted under Appendix 2E of FTP, 2023 who have still not on-boarded on the e-CoO platform for issuance of Certificate of Origin (Non-Preferential), to complete their on-boarding by 31st August 2023. However, 32 agencies failed to respond to the DGFT or initiate any action for on-boarding on the e-CoO platform despite follow-ups and reminders.
2. Accordingly, in exercise of powers conferred under paragraph 2.04 of the Foreign Trade Policy (FTP) 2023, the Director General of Foreign Trade hereby de-list the following 29 agencies from Appendix 2E of the FTP, 2023, who failed to initiate their process of on-boarding on the CDP platform, as under:

3. Effect of this Public Notice:
29 chambers / agencies enlisted under Appendix 2E of FTP 2023, who failed to comply to the repeated directions of DGFT to on-board on the e-CoO platform of DGFT for electronic issuance of Certificate of Origin (Non-Preferential), have been de-listed from Appendix 2E, with immediate effect. Henceforth, these 29 chambers / agencies shall not be authorised to issue Certificate of Origin (Non-Preferential).
