Central Board of Indirect Taxes & Customs (CBIC) has initiated several new programs and initiatives as of September 2025. The Special Foundation Course (SFC) for 74 officer trainees from the Civil Services Examination 2023 was inaugurated at NACIN, Palasamudram. The three-month program aims to provide a foundational orientation for new civil servants from various services. In an effort to streamline customs clearance, CBIC has enhanced its automated system to digitally integrate test reports from the Textile Committee. This new function eliminates the need for manual data entry, links test results directly to the corresponding Bill of Entry, and is intended to improve efficiency and reduce delays in trade processing. Furthermore, under the Mission Karmayogi framework, NACIN has designed an Annual Training Plan on the iGOT Karmayogi platform for all CBIC officers. This plan requires officers to complete six mandatory courses by March 31, 2026, with an emphasis on updating personal profiles on the platform. Finally, the Department of Revenue is observing Hindi Pakhwada from September 14-30, with various events organized to promote the use of Hindi in official work.

The Special Foundation Course (SFC) 2025 was inaugurated at NACIN, Palasamudram by Director General, NACIN, in the presence of Director, LBSNAA. The programme, being held from 8th September to 5th December 2025, is designed for candidates selected through the Civil Services Examination 2023 and brings together 74 Officer Trainees from various All India and Central Services. The batch reflects a rich diversity of backgrounds. Hosting them at its new state-of-the-art training academy, CBIC takes pride in contributing to the orientation of the new generation of civil servants, with NACIN playing a pivotal role in laying the foundations of their long and distinguished careers in public service. Wishing them a memorable and enriching stay on the campus, where they may create memories of a lifetime and imbibe the true spirit of esprit de corps.

In line with CBIC’s commitment to leveraging technology for trade facilitation, the Customs automated system has been enhanced to digitally integrate Textile Committee test reports. Under the new functionality, test memos generated in ICES will flow electronically to the Textile Committee, while officers will continue to send physical memos along with samples. The Textile Committee will, in turn, transmit their test reports digitally, which will be automatically linked with the corresponding Bill of Entry in ICES. Officers can access these reports under the “TEXTILES_TEST_REPORT” option in the system. This initiative eliminates the need for manual entry of test results, ensures accurate reconciliation of data, and reduces processing delays, thereby enhancing ease of doing business and improving efficiency in Customs clearance.

Taking a step towards enhancing capacity building under the Mission Karmayogi framework, NACIN has designed the Annual Training Plan on the iGOT Karmayogi platform for all CBIC officers and staff. The Plan mandates completion of six tailored courses – encompassing domain, functional, and behavioral competencies – by 31st March 2026, with comprehensive assessments for three courses commencing next month. Officers are urged to promptly update their iGOT profiles with accurate designations and government email IDs, as the same is now linked with the Annual Performance Appraisal Reports (APARs). With only 40% of users having updated profiles to date, the (Pr.) Chief Commissioners/ (Pr.) Directors General are requested to ensure profile updation and completion of the Training Plan by the officers under their jurisdiction. The participation of all the officers is crucial to ensure structured professional development across the department.

The Department of Revenue is observing Hindi Pakhwada from 14-30 September, 2025 with a series of events and activities being organised in Delhi to promote the use of Hindi in official work. It was on 14 September, 1949, that Hindi was unanimously adopted as the official language of the Union, and since then this day is celebrated every year as Hindi Diwas. It is heartening to see CBIC field formations enthusiastically celebrating the occasion through their own magazines, activities, and competitions, and it is hoped that our collective efforts will further promote the progressive use of Hindi in day-to-day official work.
