Seeks to amend notification 64/2023-customs dated 7th December, 2023 to make the nil duty concession to imports of Yellow Peas [HS Code 0713 10 10] covered under bill of lading issued on or before 31st October, 2025
Ministry of Finance through Notification No. 47/2025–Customs dated 29th October 2025, has amended the earlier Notification No. 64/2023–Customs dated 7th December 2023 to modify the validity period of the nil import duty concession on Yellow Peas (HS Code 0713 10 10). Under the amended notification, the benefit of zero customs duty on imports of Yellow Peas will now apply only to consignments covered by Bills of Lading issued on or before 31st October 2025, instead of the earlier cut-off date of 31st March 2026. This change effectively advances the expiry date for availing the nil duty benefit by five months, aligning with the subsequent imposition of a 30% import duty on Yellow Peas announced under Notification No. 46/2025–Customs, effective 1st November 2025. The amendment, issued under the powers conferred by Section 25(1) of the Customs Act, 1962 read with Section 124 of the Finance Act, 2021, aims to regulate import volumes and stabilize domestic pulse prices by limiting duty-free inflows beyond October 2025.

G.S.R. 799(E).— In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962) read with section 124 of the Finance Act, 2021 (13 of 2021), the Central Government, on being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No. 64/2023-Customs, dated the 7th December, 2023, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 884(E)., dated the 7th December, 2023, namely:-
In the said notification, in the Table, against S. No. 1, in Column (4), for the words and figures “31st day of March, 2026”, the words and figures “31st day of October, 2025” shall be substituted.
